DISTRICT MANAGER

Chesapeake-Richmond and Surrounding Areas- Virginia and West Virginia

Burlington Capital Properties is seeking an experienced District Manager to oversee and support a portfolio of properties primarily located in Virginia and West Virginia. This is a senior multi-site management role responsible for supporting property performance, financial results, compliance, and the day-to-day performance and development of onsite personnel.

The District Manager works closely with onsite and corporate personnel to ensure properties operate effectively, performance expectations are met, and operational and financial information is accurate and timely. The successful candidate will be an experienced property management professional with strong leadership skills and a background in affordable housing, including Project-Based Section 8/LIHTC combination properties.

Work Location and Travel

This is a remote position with frequent travel to assigned properties throughout Virginia and West Virginia. The District Manager will work remotely when not visiting properties and is expected to maintain a consistent presence at properties to provide operational oversight, support onsite personnel, address property needs, and monitor performance. Overnight travel may be required.

The Successful District Manager Will:

• Oversee and support the operational performance of a multi-site property portfolio.
• Work closely with onsite, multi-site, and corporate personnel to address operational needs and maintain property performance.
• Monitor property operations, revenue, expenses, and overall financial performance.
• Review monthly financial statements and provide accurate variance explanations and reporting.
• Assist with the preparation and management of property budgets.
• Monitor property performance and identify opportunities to improve operational and financial results.
• Provide training, coaching, and mentorship to onsite personnel.
• Address personnel performance concerns and provide direction and support to onsite management staff.
• Support compliance with applicable affordable housing programs, policies, and company procedures.
• Recommend and implement policies and procedures that improve property operations and performance.
• Oversee and coordinate capital improvement projects as needed.
• Maintain effective communication with property teams, corporate personnel, vendors, residents, and other stakeholders.
• Assist with special projects and other assignments as directed.
• Participate in manager conferences, district meetings, and other company meetings as required.
• Travel between assigned properties and provide hands-on support as needed.

REQUIRED SKILLS & EXPERIENCE:

• Minimum of 5 years of experience in the property management industry.
• Minimum of 2 years of supervisory experience.
• Required experience overseeing Project-Based Section 8/LIHTC combination properties .
• Strong understanding of affordable housing operations and compliance requirements.
• Demonstrated experience overseeing multiple properties or sites.
• Experience with property financials, budgets, variance reporting, and operational performance.
• Demonstrated ability to lead, coach, train, and mentor onsite personnel.
• Strong written and verbal communication skills.
• Ability to identify problems, develop solutions, and follow through to completion.
• Strong organizational skills and ability to manage multiple priorities with minimal supervision.
• Proficiency with computers and property management software.
• Working knowledge of basic accounting and financial recordkeeping.
• Ability to establish and maintain effective working relationships with employees, residents, vendors, and company leadership.
• Valid driver's license and acceptable motor vehicle record required.

PHYSICAL REQUIREMENTS:

The physical requirements of this position include the ability to sit, stand, walk, communicate effectively, and use a computer for extended periods. The position may require climbing, balancing, crouching, crawling, kneeling, and reaching. Occasional lifting or carrying of items weighing up to 50 pounds may be required. Travel between properties and work in a variety of property environments is also required.
