The State Water Resources Control Board’s Office of Legislative Affairs has an opening for a Legislative Analyst III. The position is located at 1001 I Street, 24th Floor, Sacramento, CA 95814, right in the heart of downtown next to light rail stations and other public transportation.
Duties:
The State Water Resources Control Board has an opening for an Analyst III who will serve as a senior legislative advisor within the Office of Legislative Affairs. This individual will work closely with the Legislative Director, executive leadership, and Water Boards programs to analyze complex and sensitive State and Federal legislation affecting California’s drinking water, water quality, and water rights programs. The Analyst III will independently manage high-profile legislative assignments, provide strategic advice on legislative and policy matters, and help advance the Water Boards’ legislative priorities. The position will also serve as a lead coordinator on sensitive legislative issues, working with Water Board programs, Regional Water Quality Control Boards, legislative offices, state agencies, and external stakeholders to evaluate policy, fiscal, operational, and organizational impacts and develop strategic recommendations for executive leadership.

Working Conditions
Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position .
In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required.
Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. E mployees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved
In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience with, or demonstrated understanding of, the federal legislative process and its interaction with state programs, policies, or priorities.
- Fluency or proficiency in Spanish or another language commonly spoken by California communities.

Statement of Qualifications (SOQ)
A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using 12pt Arial font and normal margins.
Indicate your total years of experience and provide examples when answering the following statements/questions:
- Describe your understanding of California’s legislative process.
- Describe your experience working with members of the Legislature and/or a diversity of stakeholders.
- Describe your experience researching, analyzing, interpreting, and applying laws and rules that affect California’s management of water resources.
- Describe your experience providing excellent customer service and the steps you took to ensure customer satisfaction.
- Describe your experience working in a team-oriented environment, including examples of how you have provided guidance, coordination, or support to peers when you did not have formal supervisory authority.
