Job Description TheU.S. Government Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) is the primary vehicle through which the US government will 1) procure and provide health commodities, 2) provide system support to improve partner countries' management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. Position Overview The Information System & Data Management Director will work in close collaboration with GHSC-PSM leadership and Chemonics IT leadership to assess the strategic and practical needs for project data, information, and file retention and devise appropriate mechanisms to ensure that all critical GHSC-PSM project data and information is properly categorized, protected, and retained within the limitations of the company-wide information systems infrastructure. This position will report to the Principal, Country Programs, and serve as a data management resource to GHSC-PSM leadership, technical units, and project support teams (PSTs) to develop capacity and provide targeted guidance on managing and maintaining project records. This position requires working knowledge of IT systems and information architecture, advanced donor-funded records management and project management skills, working knowledge of the GHSC-PSM project scope and scale, and experience with knowledge management initiatives. Responsibilities Conduct Assessment of Project Information Architecture Review, map, and categorize the project's overall information structures, including data and records, file labeling and naming conventions, and features for project records and retention, including electronic and hard-copy files. Review information structure and features of the datasets and databases that are anticipated to be archived from each of the project's major information systems. Identify high-value knowledge assets, legacy products, and tools in alignment with client and GHSC-PSM leadership direction. Assess the current state of project-wide hardcopy records contents and recommend updates on file retention based on current Chemonics records management policies and legacy information needs. Align initiatives with the overall enterprise IT architecture vision and goals. Provide an Infrastructure Assessment Report which will (1) identify and map the GHSC-PSM information landscape spanning SharePoint, field office electronic files, and existing archived hard copy files, (2) identify a risk assessment strategy for project record-keeping, and (3) recommend a strategic plan for knowledge management and document retention to be put in place within the project's period of performance. Produce a File Retention Standards and Taxonomy document as a classification and organizational tool for project records. Lead Archiving and Knowledge Retention Efforts Design and execute a strategy for methodical review of documentation and data accuracy for project records, focusing on historical data and documentation. Create drafts of policies and procedures related to the archiving of GHSC-PSM headquarters- and field-office project records, including digital media. Develop recommendations for preservation of critical project knowledge assets, including key deliverables, tools, approaches, and supporting documentation. Coordinate with Archiving Working Group and Knowledge Management and Communications (KMC) team to identify priority legacy materials. Produce a structured reference document that maps project record archiving methods, contents, and locations by storage environment (e.g. SharePoint or other storage locations). Prepare Guidance Documents and Training for Staff Develop standardized policies, templates and procedures for project record retention in alignment with Chemonics information systems architecture. Create curricula and update training programs to support project records and knowledge management. Provide training and mentoring to targeted technical units and PSTs to ensure accurate archiving and consistent electronic filing naming convention taxonomies, in alignment with project document mapping exercises. Provide training and mentoring to archivists and/or Chemonics staff members to enable effective legacy retrieval of records. Serve as Advisor to the GHSC-PSM Management Team Provide input to the establishment of GHSC-PSM strategic and streamlined project records management policies. Provide regular updates to GHSC-PSM management team on document strategic review preparedness documentation and planning. Escalate high-priority observations and ensure that any issues are addressed. Work with cross-functional teams to identify and implement cost and risk reducing opportunities for data and information retention. Requirements Minimum 8 years of project management, risk management, compliance or relevant experience. Strong analytical skills and ability to work with large data sets related to knowledge management and/or records management. Familiarity with electronic records storage platforms and how file architecture (structured vs. unstructured) affects searchability. Knowledge of Office 365 SharePoint required. Prior experience in leading or participating in closeout proceedings and audit preparedness initiatives preferred. Knowledge of supply chain logistics and operations of the GHSC-PSM project preferred. Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations and effective meetings. Ability to work independently and as part of a team. Demonstrated leadership, versatility and integrity Demonstrates knowledge of artificial intelligence concepts and tools, with the ability to apply them appropriately and responsibly to support efficiency, decisionmaking, and problem solving in a dynamic business environment. Compensation Range $100,400.00 - $125,600.00 An employee's pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs. Overtime exemption status may change due to state regulatory requirements.
