Position Overview

The Associate Vice President of Financial Planning, Analysis Strategy (AVP) is a fulltime administrative position that serves as the primary support and advisor to the Chief Financial Officer (CFO) in all finance and administrative matters, resource allocation, and in University strategy development, execution, and evaluation. The AVP oversees Budget Office, Sponsored Projects, Accounting Reporting, Student Business Services, Property Management, and Central Receiving.

Minimum Qualifications

Bachelor¿s degree with emphasis in finance, economics, accounting, or other business-related fields and ten (10) years of experience of varied and progressive responsibilities within finance management positions.

Knowledge, Skills and Abilities

• Ability to lead a high-performing financial planning and analysis function, including directing staff, establishing priorities, and advancing a culture of accountability and continuous improvement.
• Extensive knowledge of strategic finance, long-range planning, budgeting, forecasting, and scenario analysis, supporting executive decision-making.
• Knowledge of public university finance operations and drivers, including state funding, tuition and fee revenue, enrollment trends, auxiliary operations, restricted and unrestricted funds, and institutional resource allocation.
• Ability to synthesize complex financial, operational, and external market information into clear insights and decision support for senior leadership.
• Advanced expertise in financial modeling, management reporting, and analytics tools, including Excel and enterprise financial/data systems.
• Ability to operate effectively as both a strategic advisor and a hands-on problem solver, with the judgment to move between high-level strategy and detailed analysis.
• Ability to build trust and credibility with senior leaders, faculty, staff, and external stakeholders, and work effectively across academic and administrative units.
• Exceptional written and presentation skills, including the ability to explain complex financial concepts, adapt to different audiences, and influence decision-making.
• Ability to maintain the highest level of confidentiality.
• Ability to lead through considerable pressure, adjust to ambiguity and change, and manage multiple high-priority initiatives.
• Knowledge of accounting principles, internal controls, and financial management practices.

Preferred Qualifications

The preferred candidate will have a masters degree in business administration (MBA), finance, strategy, or related area; experience in higher education.

Job Duties

• Assists in developing presentation materials, reports, and financial analyses for various meetings, including meetings with the Cabinet, Chancellor, Board of Regents, and other internal and external partners and Repeating motions that may include the wrists, hands and/or fingers.
  Sedentary work that primarily involves sitting/standing.Oversees financialrelated audits administered by internal Monitors and seeks ways to optimize cash flows, reserves, and endowments. 
• Stays uptodate with state and federal laws and regulations to ensure compliance. 
• Stays uptodate on Texas Legislative financial and nonfinancial actions, higher education standards, trends, and best practices and analyzes and quantifies related impact on UNTD. 
• Reviews and negotiates comprehensive contracts that have a largescale impact.
• Reviews processes and procedures to ensure strong internal controls.
• Identifies ways to improve and streamline processes; rejects status quo. 
• Performs ad hoc financial modeling and analyses and other duties as assigned.
• Hires, retains, supervises, develops, trains, mentors, and evaluates the staff in Budget Office, Sponsored Projects, Accounting Reporting, Student Business Services, Property Management, Central Receiving.
• Serves in the absence of the CFO as needed. 
• Provides thought leadership and assists CFO and leadership in long range strategy development, execution, and evaluation.
• Informs and evaluates capital assumptions and decisions (e.g. master plan) for strategic fit and sequencing and for financing structure, options, and reasonableness. 
• Sets the overall direction and leads the end-to-end AOP process. 
• Translates longrange strategies and initiatives into the annual operating plan (AOP or budget) and related key performance indicators (KPIs). 
• Forecasts revenues, expenditures, and capital; monitors financial performance; anticipates and tracks financial risks and opportunities; provides recommendations on corrective actions; and publishes timely analyses, readouts, and reports. 
• Oversees month, quarter, and yearend close processes, related internal and external reporting, and balance sheet reviews.
