Health Care Surveyor 2 (Nursing) (NY HELPS) - 46514 NY HELP: Yes Agency: Health, Department of Title: Health Care Surveyor 2 (Nursing) (NY HELPS) - 46514 Occupational Category: Health Care, Human/Social Services Salary Grade: 20 Bargaining Unit: PS&T - Professional, Scientific, and Technical (PEF) Salary Range: From $104173 to $114121 Annually Employment Type: Full-Time Appointment Type: Contingent Permanent Jurisdictional Class: Non-competitive Class Travel Percentage: 50% Work Schedule Workweek: Mon-Fri Hours per week: 37.5 Workday from: 8:30 AM Workday to: 4:30 PM Flextime allowed: No Mandatory overtime: No Compressed workweek allowed: No Telecommuting allowed: Yes Duties / Responsibilities Under the direction of the HCS 3 or 4, the HCS 2 will conduct and participate in federal and/or state surveys, conducting surveillance activities at various health care facilities throughout the Central New York region to determine compliance with federal and state regulations. The HCS 2 is also responsible for preparing Statements of Deficiency using Principles of Documentation and reviews and approves Plans of Correction within required timeframes. May also review facility policy and procedures for Certificate of Need and conduct onsite pre‑opening surveys for licensure. Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent‑permanent, competitive service as a Health Care Surveyor 2 (Nursing), SG20, and eligible to transfer under Section 70.1 of the NYS Civil Service Law or current NYS employee with one year of permanent or contingent‑permanent, competitive service in a title SG18 or higher and able to meet the non‑competitive minimum qualifications listed below. Non‑Competitive Candidates via NY HELPS: Possession of a license and current registration as a registered professional nurse in New York State; and two years of post‑licensure, specialized professional administrative or professional clinical experience. Substitution: A bachelor’s degree in nursing can substitute for one year of post‑licensure clinical nursing experience; and a master’s degree in nursing can substitute for two years of post‑licensure clinical nursing experience. Preferred Qualifications Professional experience as an RN in an acute care setting and familiar with the hospital surveillance process and State and Federal Laws and Regulations. The candidate must be highly motivated, possess excellent interpersonal, critical thinking, organizational and problem‑solving skills; ability to function independently and work as a member of a team, prioritize and address multiple tasks and responsibilities; scheduling expertise. Must have a strong knowledge of databases and be computer literate. In addition, the ideal candidate must have excellent writing and editing skills and be able to effectively interpret laws and regulations governing health care facilities and health care providers in New York State. Benefits and Other Information Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T SG20 ($84,173 – $94,121) plus an additional Geographic Day Differential of $20,000. This position is part of the NYS HELPS program. No examination is required. This position may require travel throughout New York State including overnights to areas not served by public transportation.
