Senior Project Manager

Position Summary The Senior Project Manager is responsible for managing the scope, cost, schedule, and operational interfaces of design and construction activities for capital improvement projects at John Wayne Airport (Santa Ana, CA). This onsite role involves directing and managing the project as the primary liaison and airport/owner representative. Key Responsibilities Primary liaison and airport/owner representative responsible for directing and managing the project. Responsible for scope development and scope management of the project to meet project goals and objectives. Develop the RFP and oversee the procurement process for designers and contractors. Provide direction and management for the assigned project and ensure on-schedule completion within or below budget in accordance with contractual obligations. Plan and define program goals and devise methods to accomplish them, developing in-depth knowledge of owner objectives, contract terms, and airport policies. Plan, direct, supervise and control the execution of all technical, fiscal, and administrative functions of the assigned project. Work with team members and airport management to develop budgets, schedules, and plans for the various elements of a project. Oversee owner’s staff that manages full project delivery including stakeholder interfaces. Manage project scope to meet or exceed project goals and objectives. Identify and study options for complex design, operational or constructability issues. Conduct field surveys and investigations to capture detailed and accurate field conditions, enabling strategic design and construction decisions. Maintain documentation on the approved scope of work for the project, including all related agreements, authorizations, reports, drawings, and specifications, with narratives for all scopes of work and a coordinated CAD representation for key disciplines. Manage the project during design and construction, resolving technical design issues, issuing design non-compliances, issuing field non-conformances, processing RFI’s timely, coordinating shop drawing reviews, approving factory and site acceptance tests, coordinating material approvals, mock-up approvals, providing reports, drawings, specification interpretation, participating in testing and commissioning activities, and managing the punch list process to ensure the design process supports the project goals. Oversee the design process and manage the Design Review Team (DRT) design review process for assigned projects through all phases of design, including significant design changes during construction. Monitor and lead efforts related to the permitting process required by the design team and contractor. Oversee the construction process to remove and mitigate obstacles that cause inefficiencies. Become thoroughly familiar with required contractual obligations and technical aspects of all facilities to be erected. Ensure all work is performed with and inspected to the latest versions of plans and specifications, including approved changes, submittals, and RFI’s. Work with designer, contractor, and stakeholders to develop overall planning of construction activities and identify critical milestones and priorities. Keep alert to possible problem areas and take preventative action to ensure critical milestones are met for each phase of the project. Ensure the use of safe and sound construction practices. Prepare reports summarizing progress of construction activities for senior management. Review change proposals for contractual compliance and alignment with fair market value. Prepare a monthly risk report for the Program Board. Monitor adherence to Quality Assurance/Quality Control Plan and other required documents, promoting excellence on the project through the application of Quality Assurance processes. Enforce program requirements for all areas of the project and monitor draft and final deliverables for adherence to these criteria. Review pay applications to ensure proper verification of completed work and compliance with contract requirements. Work with the key project individual to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Assure that current and timely change orders are documented and administered properly. Participate in all necessary coordination meetings with designer, contractor, and stakeholders. Manage the closeout process to ensure all documentation is completed as quickly as possible, efficiently closing the project without incurring unnecessary costs. Maintain safety performance well above industry standards. Qualifications Bachelor’s degree in Architecture, Engineering, Construction Management, Planning, Aviation, or a related field required. Master’s degree preferred. Fifteen (15) years or more of relevant full-time experience in construction project management, preferably on airport projects. Experience with various delivery methods, including Design-Bid-Build, Design+CMAR, and Design-Build. Proven ability to perform in a management capacity. Excellent written and oral communication skills and a thorough knowledge of industry practices and regulations. Relevant professional licensures and/or certificates strongly preferred (e.g., AAAE, LEED, PE, PMP, AICP, etc.). Compensation & Benefits Salary range: $132,800.00 – $185,933.36 per year.
