The primary purpose of this position is to serve as an expert security specialist and security advisor, providing oversight and management of multiple security disciplines (information, personnel, industrial, physical, computer, operations and communications security) in support of an advanced and special access programs (SAPs). Responsibilities Duties: Duty 1: Implements and administers the SAP information security program. Duty 2: Implements and administers the SAP personnel security program. Duty 3: Implements and administers SAP industrial security program. Duty 4: Implements and administers the SAP physical security program. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; applies policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of a broad range of security program relationships and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of concepts, procedures, and practices within various special access program security disciplines, under the DODM Directives and ICD 705 directives (personnel, physical, information, AIS, industrial, OPSEC, and COMSEC). Expert skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the organization. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security. Expert knowledge of clearance adjudication process and what constitutes derogatory information. Applies advanced-level knowledge of one or more automated databases and software application associated with a specific security function to recognize, locate, and insert data/information; support office and security operations by demonstrating a thorough understanding of the unit mission; and produce a variety of documents and reports. Ability to consistently provide competent, professional and effective guidance. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate orally and in writing, clearly, concisely, and accurately. Ability to establish effective professional working relationships with senior leadership coworkers, customers and sponsored visitors, contributing to a cooperative working environment and successful accomplishment of the mission. Other significant facts: The employee is required to obtain and maintain a Top Secret clearance with access to SCI and SAPs. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. Employee may be required to take a random counter-intelligence polygraph and submit to background checks as a condition of employment and/or continued access to the SAP. This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is subject to the possibility of a random drug test. This position is a designated national security position. Considerable knowledge and experience in information security is highly desirable. Specific knowledge and experience with special access program (SAP) and sensitive compartmented information (SCI) security procedures is also highly desirable. Knowledge of computer systems and programs such as Outlook, Access, Word, PowerPoint, and Excel. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. "Department of Defense Security Fundamentals Professional Certification, Special Program Security Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative."
