We are looking for a senior accountant to join our team! This role is perfect for someone who can manage complex accounting funds and perform various accounting duties, such as allocation of income and expense, expense and appropriation transfers, and the development of financial statements and reports.

The ideal candidate will have:

• Bachelor's degree in accounting, business administration, or a related field
• May substitute four additional years of relevant experience for the required degree
• Five years of experience in leading the preparation and maintenance of financial and statistical records
• At least two years of experience working with Limited Partnerships & tax credit, For Sale, Redevelopment, Capital Projects, and Fixed Assets

While these requirements are the traditional standards for developing the skills required for this classification, any combination of experience, training, and education that demonstrate the ability to successfully perform the essential functions of the role may be considered.

What will you do?

1. Prepare, maintain, and control funds, including allocation of income and expense, expense and appropriation transfers, analysis of special programs and accounts, and the development of Housing and Urban Development (HUD) and Generally Accepted Accounting Principles (GAAP) based financial statements and reports
2. Manage and oversee the processing of monthly and weekly subsidy payments, ensuring that landlords and tenants receive their housing assistance payments and utility allowances in a timely manner
3. Investigate potential fraud and abuse involving housing assistance payments
4. Prepare and analyze quarterly financial reports for multiple funds
5. Respond to inquiries from both internal and external stakeholders
6. Research, compile, analyze, and input financial data for preparation of federal, state, local, and limited partner reporting documents
7. Recommend, develop, and revise accounting and internal control procedures in accordance with HUD, SHA, and GAAP requirements as well as partnership agreements
8. Analyze records and documentation of transactions and monitor program expenditures for assigned funds and accounts to assure expenditures and income are approved and allocated to proper accounts
9. Review and analyze financial and program data and documents to assure accuracy, completeness, and compliance with SHA policies and procedures, applicable HUD rules, and other regulations
10. Reconcile and balance assigned accounts and financial statements
11. Communicate with both internal and external stakeholders to resolve problems, correct errors, obtain authorizations, and exchange information
12. Prepare a variety of local, county, state, and HUD financial reports and contracts
13. Compile, consolidate, and analyze financial and program data and reports
14. Review financial recordkeeping procedures and methods and maintain and improve internal control and operating procedures
15. Prepare and submit quarterly and annual budgets, budget revisions, balance sheets, income statements, and other reports
16. Ensure compliance with internal control, reporting, and financial management requirements of federal grants and contracts and subsidies
17. Perform bond compliance audit and prepare and file necessary reports to meet the bond regulatory requirements
