Revenue Analyst, Public Utilities — Billing & Analytics

Job Summary Under the general supervision of the Public Utilities Customer Service Manager or designee, the incumbent will perform a variety of analytical and auditing activities. The role focuses on financial analysis, auditing, and customer billing issues. Key responsibilities include detailed analysis of utility billing and accounts receivable to ensure accurate, timely billing of customers and the collection of revenues. Essential Job Functions and Responsibilities Reviews billing and customer service reports such as billing charge proof, meter reading, deposit refund, and other relevant reports. Evaluates and prepares billing adjustments as needed. Monitors revenue‑producing contracts and agreements (e.g., payment plans, assessment agreements) to ensure accurate billing and revenue collection. Projects revenue amounts for budgetary purposes when required. Assists in preparing monthly customer service PowerPoint presentations or other presentations. Interacts with customers to address billing or other customer service issues. Develops, conducts, and reports on survey information of other municipalities and counties. Prepares finance and utility reports as requested. Assists finance staff in balancing, explaining, and reporting utility billing and AMI work product; researches and resolves complex and unusual situations related to utility services. Represents the City professionally in all interactions with colleagues and clients, regardless of gender, race, religion, age, disability, political affiliation, or sexual orientation. Establishes and maintains effective professional relationships with colleagues, supervisors, and managers. Performs other job duties as assigned. Education and Experience Required Bachelor’s degree in accounting, business administration, or a related field from an accredited institution. Two (2) years of government finance and accounting and/or utility billing experience. Preferred Master’s degree in accounting from an accredited institution. Two (2) years of experience using a utility billing system, preferably Tyler Munis. Five (5) years of experience in government finance, accounting, and/or utility billing. Certificates, Licenses, and Registrations Valid driver’s license with proof of automobile insurance. Acceptable background check record. Acceptable driving record. Knowledge, Skills, and Abilities Proficiency in reviewing billing and customer service reports. Competence in evaluating and preparing billing adjustments. Ability to monitor and enforce revenue‑producing contracts and agreements. Skill in projecting revenue amounts for budgeting. Experience preparing and presenting monthly customer service reports. Strong customer service skills for addressing billing issues. Capability to develop and report on municipal survey data. Analytical skills for preparing finance and utility reports. Problem‑solving skills for resolving complex billing situations. Professional representation and relationship‑building skills. Adaptability to perform additional job duties as assigned.
