Director of Procurement
The Director of Procurement serves as a strategic leader responsible for driving successful project acquisition across public and private construction, gas distribution, and utility infrastructure sectors. This role partners closely with Chief Estimators, Business Development Managers, and Regional Managers to align estimating and procurement efforts with corporate goals, ensuring disciplined adherence to Teichert's Best Management Practices. The Director is accountable for optimizing estimating processes for complex utility infrastructure projects in both public and private sectors, enhancing proposal quality for municipal, state, federal, and private utility work, and managing risk assessment to support profitable growth. By fostering strong relationships with public agencies, private utility clients, regulatory bodies, and specialized subcontractors, this leader plays a critical role in positioning the company as a preferred contractor across all utility and energy infrastructure markets while actively identifying and pursuing emerging market opportunities.
Essential Duties and Responsibilities
Strategic Leadership & Utility Market Planning
- Develop and execute strategies to secure construction, gas distribution, and utility infrastructure projects in alignment with company goals and regulatory requirements.
- Partner with Chief Estimators and Regional Managers to identify and pursue high-value utility opportunities, including gas main installations, electric distribution upgrades, and renewable energy infrastructure projects.
- Maintain regular communication with Regional Managers, Business Development Managers, and Chief Estimators to provide guidance on utility-specific estimating practices and regulatory compliance requirements.
- Collaborate effectively with Company Leaders in overall business strategy, budgeting, and planning for utility sector growth.
Estimating & Procurement Process Oversight
- Ensure disciplined adherence to Teichert's Best Management Practices throughout the utility estimating and bidding process, including compliance with utility company standards and regulatory requirements.
- Oversee preparation of comprehensive estimates for gas distribution systems, electric transmission/distribution projects, and utility infrastructure construction.
- Manage risk assessment protocols for all utility and energy infrastructure opportunities, including environmental, regulatory, and technical risk factors.
- Ensure documentation including project logs, utility specifications, regulatory filings, and reports pertaining to utility estimating are maintained and accurate.
- Lead continuous process improvement activities specific to utility sector estimating methodologies and procurement best practices.
- Coordinate regular Chief Estimator and Business Development collaboration to ensure resource allocation aligns with utility market strategies and regulatory timelines.
Public & Private Client Relationship Management and Market Expansion
- Build and maintain strong relationships with both public sector clients (municipalities, counties, state agencies, federal departments) and private utility companies (PG&E, SMUD, private developers), regulatory agencies, and specialized utility subcontractors.
- Represent the company at public sector conferences, private utility industry events, pre-bid meetings, and regulatory proceedings to strengthen market presence across all sectors.
- Develop strategic partnerships with public agencies and private entities to identify emerging market opportunities and collaborative project possibilities.
- Lead efforts to identify and penetrate new markets including renewable energy developers, data center infrastructure, industrial facilities, and emerging technology sectors.
- Promote accountability for both public and private client relationship management and regulatory compliance across the organization.
- Collaborate with Business Development Representatives to ensure consistent messaging regarding capabilities in both public works projects and private utility developments.
- Monitor and analyze procurement opportunities from various sources including public bid platforms, private RFP processes, and emerging market channels.
- Support Client Centric Business Development and Teichert Experience Program to exceed both public agency and private client expectations while maintaining preferred contractor status across all market sectors.
Technical Team Development & Utility Expertise
- Provide leadership, coaching, and support to estimating teams to enhance performance in utility-specific estimating practices.
- Promote knowledge sharing of utility construction methods, gas safety protocols, and regulatory compliance requirements across regions.
- Facilitate collaboration across business units and build consistency in utility estimating practices, including specialized equipment, materials, and regulatory considerations.
- Train and develop Chief Estimators in utility-specific technical skills, gas safety procedures, and regulatory compliance requirements.
- Provide management direction to Chief Estimators on utility project assignments, ensuring adherence to industry safety standards and regulatory protocols.
Market Analysis & Strategic Positioning for Public & Private Opportunities
- Monitor both public and private sector trends, infrastructure investment plans, regulatory changes, and competitor activities to identify new business opportunities across all market segments.
- Analyze public funding sources including federal infrastructure bills, state bond measures, and municipal improvement districts to identify emerging procurement opportunities.
- Research private market developments including renewable energy investments, industrial expansions, and technology sector growth to position for new market entry.
- Recommend adjustments to procurement strategies to maximize competitiveness in both public and private utility markets while ensuring regulatory compliance and safety standards.
- Lead initiative to identify and evaluate emerging markets such as electric vehicle charging infrastructure, energy storage systems, microgrid development, and smart city technologies.
- Position company for industry changes including renewable energy transitions, grid modernization, natural gas infrastructure updates, and public-private partnership opportunities.
- Develop market intelligence on new sectors and technologies, working closely with Business Development Team to evaluate market potential, competitive landscape, and entry strategies.
- Participate in both public sector organizations (APWA, ACEC) and private utility industry organizations (APGA, EEI) to facilitate market positioning for key pursuits and stay current on regulatory and market developments.
- Establish monitoring systems for tracking new market opportunities including legislative changes, infrastructure funding announcements, and private sector development trends.

- External Clients: Utility companies, regulatory agencies, gas and electric utilities, municipal utilities, subcontractors specializing in utility work, consultants, and industry peers for networking
- Internal Clients: Business Development Manager, Chief Estimators, Utility Estimators, Area Managers, Regional Managers, General Superintendents, Project Managers, Utility Superintendents, Cost Analysts, Project Engineers, Administrative Staff, Materials, Mobile Equipment, and other business units.
Role Qualifications & Requirements
- Bachelor's Degree in Engineering (Civil, Electrical), Construction Management, or related field, or an equivalent combination of training, education, and experience in utility construction.
- Minimum 15 years' experience in utility construction, gas distribution, electrical infrastructure, or equivalent combination of technical training and related experience
- Minimum 10 years' experience supervising others in utility or infrastructure construction
- Demonstrated experience with gas utility construction, electric distribution systems, or renewable energy infrastructure projects
- Knowledge of utility industry regulations, safety standards (including gas safety protocols), and permitting processes
Specific Job Requirements
- Successful completion of pre-employment drug, alcohol, and background investigation
- Valid Driver's License
- Current on all company required safety training, including utility-specific safety certifications
- Gas utility safety training and certifications preferred
- Proficient with Microsoft Office Suite, utility estimating software, and industry-specific applications
- Must demonstrate ability to learn utility-specific computer programs and regulatory software systems
- Excellent understanding of utility construction industry, including gas distribution, electric transmission/distribution, and renewable energy infrastructure
- Strong ability to perform procurement-related economic financial analyses for utility projects
- Knowledge of utility regulatory environment and compliance requirements
- Experience with utility tariff structures and rate-making processes preferred
- Must possess high level of customer service skills including patience, courtesy, and professional communication with utility clients
- Ability to preserve confidential and proprietary information, particularly utility system information and regulatory data
- Must be able to clearly communicate technical utility concepts both verbally and in written form
