About the Agency : The Idaho Division of Career Technical Education (IDCTE) provides administration, leadership, and coordination for secondary and post-secondary programs in career technical education (CTE) across the state of Idaho. With a customer-service focus, the Division leads Idaho’s efforts to prepare youth and adults for high-skill, in-demand careers. Summary: The Program Quality Manager provides statewide leadership, coordination, and technical support for CTE programs across IDCTE. This position is responsible for supporting program quality improvement, ensuring alignment with workforce needs and program standards, and strengthening connections between secondary and postsecondary education.Working within the Program Quality team, the Program Quality Manager collaborates with educators, administrators, and industry partners to support high-quality CTE programs. This role requires strong knowledge of CTE systems, the ability to manage multiple priorities, and the capacity to provide technical assistance and leadership across diverse stakeholders. Responsibilities Program Quality Leadership and Support Provide statewide leadership and technical assistance to CTE programs to support continuous improvement and alignment with state standards and workforce needs. Serve as a resource to educators, administrators, and program staff on program quality, curriculum, and instructional practices. Support implementation of program standards, assessments, and program approval processes. Program Monitoring and Compliance Conduct program visits and reviews to ensure compliance with state and federal requirements. Monitor program performance and support corrective actions and continuous improvement efforts. Ensure program areas meet established objectives and quality expectations. Stakeholder Engagement and Collaboration Collaborate with secondary and postsecondary institutions, state agencies, and industry partners to support program development and alignment. Facilitate communication and coordination across stakeholders to strengthen CTE programs statewide. Represent IDCTE in meetings, trainings, and external partnerships. Program Development and Alignment Support secondary and postsecondary program alignment, including pathways, articulation, and transitions. Facilitate program planning using standards, assessments, data, and SkillStack®, Idaho’s microcredential platform. Collaborate with Idaho Digital Learning and other partners to support course development and delivery. Professional Development and Training Develop and deliver professional development opportunities for educators and administrators. Support statewide training efforts, including conferences, workshops, and regional meetings. Student Leadership and CTSO Support Collaborate with Career Technical Student Organization (CTSO) leadership to support student leadership development and program integration. Provide guidance to local programs on CTSO alignment and implementation. Program Area-Specific Responsibilities Provide statewide leadership in an assigned CTE program area. Serve as a liaison to program-specific stakeholders, partners, and associated CTSOs. Support program-specific standards, initiatives, and industry alignment efforts. Organizational Support Support special projects and initiatives aligned with Program Quality priorities. Travel as required to support program monitoring, training, and stakeholder engagement. Perform other duties as assigned. Minimum Qualifications Experience in career technical education (CTE), education, or workforce development. Typically gained by: At least three years of teaching, program management, or related experience in a CTE or education setting. Experience coordinating programs, projects, or initiatives. Typically gained by: Managing activities, timelines, and stakeholders to achieve program goals. Experience interpreting and applying policies, standards, or regulations. Typically gained by: Working with program requirements, state or federal guidelines, or organizational policies. Experience communicating and collaborating with diverse stakeholders. Typically gained by: Working with educators, administrators, industry partners, or community organizations. Experience delivering training or professional development. Typically gained by: Presenting information, facilitating workshops, or supporting staff development. Preferred Qualifications Idaho CTE Administrator certificate or the ability to obtain. Bachelor’s or master’s degree in education, leadership, or a related field. Experience with Idaho’s CTE system at the secondary and/or postsecondary level. Experience in program quality, program evaluation, or continuous improvement initiatives. Experience developing workforce and education partnerships. Experience using technology tools and digital systems, including and not limited to Artificial Intelligence, to improve workflow efficiency, communication, or project management. Relevant industry certifications aligned to assigned program area.
