Position Summary: The Program Specialist 2 for Basic and Transitional Studies (BaTS) is a full-time, classified position assigned responsibilities involving intake and enrollment for the following departments and programs: Adult Basic Education (ABE), GED, English Language Acquisition (ELA), I-BEST, and High School+. The position reports to the Associate Dean of BaTS and manages data collection and data quality processes for the Literacy, Adult and Community Education System (LACES).
The Program Specialist 2 is an integral part of the BaTS staff and faculty team, helping to recruit, serve and retain students toward completion of their learning goals in the program and beyond. To be successful, this individual will be enthusiastic about promoting the program and student success; eager to work with a diverse, multicultural and multi-lingual adult education population; detail-oriented and well organized; a strong writer and verbal communicator; excellent at problem solving; and dedicated to providing exceptional operational support for all aspects of the BaTS program.
An important point of contact for students and community members, the Program Specialist 2 manages state and federal data, promotes excellence in service, facilitates student recruitment, proctors student assessments, assists with student enrollment, supports a cooperative and inclusive learning community, demonstrates a strong commitment to student success, and fosters a positive, caring, learning environment.
Pay, Benefits & Work Schedule: Position Salary Range: $47,280/year - $63,144/year. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Individuals newly hired to Classified position are placed in a salary range based on the WPEA Collective Bargaining Agreement. We offer comprehensive compensation package with salary and benefits as the main components. Competitive salary is within the Range stated above, and commensurate with qualifications and experience. Generous benefits are offered through Washington State plans that includes multiple medical, dental, life and disability coverage choices for employees and dependents; choices of retirement and deferred compensation plans; paid holidays, sick, and vacation plans; transit program, reduced tuition, employee discounts and memberships, etc. The employee is scheduled to work 40 hours per workweek. This is a Classified, overtime eligible position and represented by the Washington Public Employee Association of Higher Education (WPEA-HE).

About the Department: Basic and Transitional Studies (BaTS) and the English Language Institute (ELI) are essential programs at Bellevue College that support students on their path to college and career success. These programs serve precollege learners including immigrants, refugees, international students, and U.S. residents by building foundational skills in English, math, and academic readiness.
BaTS includes Adult Basic Education (ABE), English Language Acquisition (ELA), and Integrated Basic Education and Skills Training (I-BEST). Together, these programs offer specialized coursework aligned to diverse educational goals, including completion of English language pathways, earning a High School+ diploma, progression to college-level English and math, and entry into college certificate and degree programs in fields such as business, accounting, and healthcare.
The English Language Institute provides intensive English instruction for international students preparing to enter U.S. colleges and universities. Through its University Preparation track, ELI helps students develop the academic English skills necessary to thrive in higher education and beyond.
Essential Functions:
Data Management:
• Keep LACES data up to date by gathering and inputting student information for state and federal accountability purposes; maintain and use TopsPro database; track data and create reports to check for anomalies and analyze program trends.
• Check to ensure the completion and collection of LACES forms from all students. Run data quality checks at key points during the quarter, as provided in guidance from the SBCTC.
• Extract student data from college systems (e.g., Gravity Forms); organize and upload data to LACES.
• Monitor attendance hours, student outcomes data such as pre- and post-test gains or other measurable skills gains, and make recommendations to the Associate Dean and other BaTS staff on how to improve processes.
• Meet all SBCTC reporting deadlines for quarterly LACES snapshots; complete required SBCTC trainings; help collect and organize compliance documentation; prepare for and participate in SBCTC program reviews every three years.
Advising & Intake:
• Meet with and assist students from all programs via individual appointments, small group sessions, class visits, and college events; provide assistance with the completion of intake forms such as the LACES form and tuition waivers.
• Provide information and assist BaTS students with enrollment, payments, account holds, and other college processes.
Program Support:
• Coordinate and plan required assessments such as the Comprehensive Adult Student Assessment System (CASAS) exam dates and delivery while collaborating with key stakeholders. This includes room scheduling, planning, technology checks, and purchasing units.
• Administer and proctor assessments such as Comprehensive Adult Student Assessment System (CASAS) test, assisting with troubleshooting as needed.
• Generate reports in LACES related to the state requirements regarding assessments.
• Review all assessment related policies and procedures regularly and provide updated information to key stakeholders such as the Program Chairs, Program Managers, Faculty, and the Associate Dean.
• Actively work to streamline information and processes while effectively providing services to students and the community.
Other duties as assigned.
Minimum Qualifications:
• Bachelor's degree in a related field. Relevant experience may be substituted for the education requirement on a year for year basis.
• Two (2) years work experience in secondary or higher education, social or human services, adult education, or a non-profit organization.
• Demonstrated experience entering and analyzing data and managing data in databases.
• Intermediate experience with MS Offices Suite (Word, Excel, Outlook, PowerPoint) end-user software applications; interest and aptitude to learn others as needed.
• Demonstrated experience working with English learners, Adult Basic Education students, or similar populations. Qualifying volunteer experience is acceptable.
• Effective written and oral communication skills including with diverse multilingual, multicultural populations.
• Demonstrated organizational and effective attention to detail skills.
Preferred Qualifications:
NOT required in order to qualify for the position.
• Experience with career planning or educational advising of adult learners.
• Experience working in a community college setting.
• Familiarity with ctcLink.
• Ability to write effectively for multiple audiences and purposes.
• Aptitude to work with data to determine efficiency and effectiveness of program.
• Self-directed and proactive; ability to work independently with efficiency.
• Ability and willingness to work an alternate schedule, as need demands.
• Experience with curriculum and class scheduling.
• Experience with budget monitoring.
• Experience with office/business procedures, student advising, marketing, customer service, civic or social advocacy work.
