Description This position provides administrative and programmatic oversight of Raging River Recovery Center (RRRC) . The role ensures effective program coordination, quality improvement, regulatory compliance, and culturally responsive service delivery. Responsibilities include budget development and oversight, grant implementation and monitoring, and coordination of required reporting. The position ensures compliance with all applicable Tribal, federal, and state requirements. This position provides administrative and programmatic oversight and does not provide clinical supervision, clinical performance evaluations, or licensure-related supervision. Essential Duties: Provide administrative and programmatic oversight of RRRC operations and services Support hiring, onboarding, training, performance evaluations, and professional development of RRRC staff; does not provide clinical supervision. Plan, implement, and administer office operations, including personnel administration, workflow coordination, and administrative processes, to support efficient day-to-day operations and timely client access to services. Oversee program compliance with applicable Tribal, federal, and state regulations, including but not limited to WAC, RCW, 42 CFR Part 2, Medicaid/Medicare, and HIPAA requirements. Maintain awareness of changes in behavioral health regulations, insurance requirements, and applicable laws affecting program operations. Lead program-level quality assurance and performance improvement activities, including audits, monitoring outcomes, and reporting to Tribal leadership and funding entities. When appropriate, coordinate community outreach and engagement activities, including collaboration with Tribal programs, schools, and community partners. Oversee fiscal operations related to RRRC programs, including budget development and oversight, grant implementation and monitoring, authorization of expenditures, and coordination of required financial and grant reporting. Ensure documentation and data integrity within the electronic health record (EHR) and coordinate with the Compliance Specialist to monitor and support provider compliance with documentation standards and applicable policies and requirements. Maintain documentation of administrative and operational activities and prepare reports for upper-level management. May provide case management services as needed. Additional Duties: Organize team roles, assign responsibilities, and monitor the administrative and operational performance of supervisors. The Tribe values its commitment to community service and the well-being of its members. Requirements Familiarity with IHS/SAMHSA substance use disorder treatment and recovery frameworks. Knowledge of HIPAA, 42 CFR Part 2, and other privacy and confidentiality requirements applicable to substance use disorder programs. Knowledge of substance use disorder treatment and recovery service delivery systems. Strong leadership, supervisory, and program management skills. Ability to work effectively across interdisciplinary teams. Knowledge of Tribal communities, history, traditions, and culturally responsive service delivery is strongly preferred. Ability to analyze program and service data, track performance metrics, and implement quality improvement initiatives. Ability to interpret and apply regulatory, funding, and program requirements applicable to substance use disorder services. Experience with care coordination and referrals Excellent customer service and written and verbal communication skills. Demonstrated ability to communicate with diverse populations in a courteous, helpful, and clearly understood manner. Ability to maintain confidentiality and use tact and discretion. Demonstrated ability to mentor, coach, and develop supervisors and staff in administrative and programmatic responsibilities. Proficiency with Microsoft Office programs and electronic health records. Education & Experience: Education Required: Bachelor’s degree in Public or Tribal Administration, Business Management, or a closely related field. Experience: Minimum of five (5) years of progressively responsible experience in a supervisory or program management role. Experience working in culturally responsive programs or service delivery. Experience working in Native communities is strongly preferred. Experience working in substance use disorder treatment, recovery services, or another regulated healthcare or human services environment is preferred. Certifications/Licenses: N/A Other Requirements: Must be able to pass a thorough pre-employment background investigation. Must possess valid Washington State driver’s license and insurability under Tribal policy. Must agree to be subject to the Tribe's Controlled Substance and Alcohol Testing Policy to include pre-employment screening. Upon hire, successfully complete and maintain all training requirements to include mandated reporter, defensive driving, fire suppression, passenger assistance, HIPAA, Cultural sensitivity, and child safety seat securement trainings. Work Environment: The work environment includes an office environment in a controlled atmosphere building. This position also includes frequent driving of a motor vehicle and transportation of clients to and from their homes and their appointments. Tribal Preference: The Snoqualmie Indian Tribe follows the Tribal Hiring Preference as outlined in tribal policies, including the Tribal Employment Rights Ordinance (TERO). TERO sets forth certain hiring preferences for qualified individuals who are enrolled in a federally recognized Indian tribe, as well as, in some cases, preference for certain family members of those individuals. Additional Information: Salary compensation will be determined based on experience and starts at $88,726.03 per year. This position is a regular full-time position and employment is at will. Location: Snoqualmie, WA Benefits: First of the month following date of hire - competitive medical, dental, vision, life, and disability insurance benefits for all regular full-time employees. After 90 days - 401k retirement plan with employer matching contributions up to 4%. Paid Holidays - Up to 18 paid holidays are offered every calendar year, which includes the workdays between Christmas Eve and New Year’s Day.
