Civil Engineer (Cost/Schedule Focused)

General Civil Engineer – Central Civil Works Department We are seeking a General Civil Engineer with experience in flood risk management design, including locks, dams, floodwalls, navigation floodgates, stormwater pumping stations, outfalls, spillways, and ecosystem restoration on federal projects. Our clients include private, local and national organizations, water utilities and drainage authorities throughout the United States. This position will mainly work on federal projects for agencies such as USACE, USIBWC, FEMA and NRCS. Responsibilities Design: develop quantities, plans, specifications, cost estimates, construction schedules, technical reports and other project documents, applying advanced construction techniques and innovative solutions. Construction Cost Estimate and Schedule: support the expert construction cost estimator and scheduler, using software such as MII/MCACES, Primavera and Excel-based estimating platforms to produce quantity takeoffs, pricing, indirect cost models, escalation calculations and total project cost rollups. Collaborate: coordinate with multiple disciplines on projects from planning through construction to determine optimal civil design solutions. Deliver Quality: review and oversee work produced by others, maintaining quality control measures to ensure timely and accurate results. Explore and Harness: seek opportunities to innovate and trial new methods through forward thinking. Additional tasks: conduct peer reviews, perform site visits to examine construction and as‑built conditions, assist with proposals, presentations and design charrettes. Qualifications Minimum: Bachelor’s degree in civil engineering or related field and 4 years of relevant experience or equivalent; Professional Engineer license in one U.S. state, with ability to obtain other state licenses via reciprocity; NCEES profile a plus; Experience with Bentley OpenRoads or AutoCAD Civil 3D; Valid driver’s license. Preferred: Design experience in flood risk management projects, effective communication skills, understanding of construction requirements for flood risk projects, federal project experience (USACE, USIBWC, FEMA, NRCS, etc.), experience with MII/MCACES software or Excel estimating platforms and with Primavera or Microsoft Project.
