We are assembling our proposal team for a Department of War human capital transformation initiative supporting a federal Human Capital Management Office (HCMO), and are looking for credentialed I-O Psychologists to anchor our Strategic Workforce Planning and Analytics practice.

Job Overview

CLA is seeking two Industrial-Organizational Psychologists — a Lead and a Subject Matter Expert — to support strategic workforce planning, competency and workforce gap assessment, and people analytics for a federal defense agency's human capital office. These are Key Personnel roles central to our proposal and, upon award, to program delivery. You'll work directly with senior agency leaders and chiefs of staff to turn workforce data into decisions that shape how a federal agency plans, develops, and retains its workforce.

Responsibilities

Lead or support the development of annual strategic workforce planning (SWP) documentation and facilitate quarterly meetings with senior organizational leaders and chiefs of staff

Design and conduct competency and workforce gap assessments; build and maintain the agency's competency library.

Develop workforce data reports and visualizations for a central People Analytics portal, translating raw workforce data into decision-ready insights for leadership

Design, administer, analyze, and report on the Federal Employee Viewpoint Survey (FEVS), Exit Survey, New Hire Survey, and other internal employee surveys, including directorate- and office-level breakouts

Review employee survey instruments prior to administration and recommend improvements to questions, instructions, and design

Review survey analyses and results products prior to publication

Develop workforce and succession management plans and facilitate workforce-needs discussions with organizational leaders

Execute workforce shaping programs, including communication materials, information sessions, and effectiveness evaluation

Trace reporting requirements to human capital business processes and document data connections to support precise, reliable data models

Benchmark practices across DoD, DCIPS agencies, and/or the Intelligence Community and translate findings into decision briefs for senior leadership

Act as a forward-leaning change agent supporting agency transfer, transition, and transformation efforts

Required Qualifications

Active DoD SECRET security clearance, required at time of application

Bachelor's degree minimum; Master's or Ph.D. in Industrial-Organizational Psychology strongly preferred, particularly for the Lead role

Demonstrated expertise in I-O psychology principles and best practices, including strategic workforce planning, competency modeling, and workforce analytics

Experience querying, mining, and visualizing human capital/HR data to produce trend analyses and forecasting models

Expert-level proficiency with Microsoft Office (Excel, PowerPoint, Word) and standard project management tools

Strong facilitation skills with a track record of presenting to and building consensus among senior leaders

Experience benchmarking human capital practices across multiple organizations or agencies

Excellent written and verbal communication skills, including drafting reports, briefs, and working papers for executive audiences

Ability to complete required DoD compliance training within 30 days of assignment (Cyber Awareness, OPSEC, Insider Threat, PII, Intelligence Oversight, and related modules)

Preferred Qualifications

Prior experience supporting a DoD or Intelligence Community human capital office

Familiarity with the Defense Civilian Intelligence Personnel System (DCIPS)

Direct experience with FEVS or comparable federal employee survey programs

Proficiency with data visualization tools (e.g., Power BI, Tableau)
