Human Resources Assistant/Safety CoordinatorJob Summary: The Human Resources Assistant/Safety Coordinator manages the day-to-day administration of the City's Human Resources operations and employee safety program. The position administers recruitment, onboarding, benefits, leave administration, personnel records, safety initiatives, workers' compensation, and regulatory compliance while assisting the Human Resources Director with strategic Human Resources planning and organizational initiatives. The position exercises independent judgment in carrying out assigned responsibilities and serves as a resource to supervisors and employees regarding Human Resources policies and procedures.Essential Job Functions:Recruitment & Employment Coordinate recruitment activities including posting vacancies, receiving employment applications, scheduling interviews, and coordinating candidate communications.Participate in interview panels and assist department directors with the selection process.Coordinate pre-employment requirements including drug screening, background checks, and employment documentation.Complete new employee onboarding and orientation.Maintain recruitment records and applicant files.Human Resources Administration Maintain employee personnel files in accordance with state retention requirements.Process personnel status changes including promotions, transfers, salary adjustments, and separations.Maintain employee information within the Munis Human Resources Information System.Update employee records and ensure data accuracy.Assist in developing and revising job descriptions and classification specifications.Coordinate leave administration including FMLA, ADA accommodations, military leave, and other protected leave programs.Prepare Human Resources reports as requested.Assist with filing and maintaining compliance documentation.Benefits Administration Administer employee health, dental, vision, life, disability, and retirement benefits.Process benefit enrollments, qualifying life event changes, and terminations.Assist employees with insurance questions and claims.Reconcile insurance invoices with payroll and carrier reports.Coordinate annual Open Enrollment activities.Safety & Risk Management Coordinate the City's Safety Program.Organize monthly Safety Committee meetings.Coordinate quarterly employee safety training.Coordinate annual Safety Month activities.Investigate workplace accidents and incidents.Prepare incident and accident reports.Coordinate Workers' Compensation claims and return-to-work programs.Monitor OSHA compliance and maintain required safety records.Coordinate safety inspections and recommend corrective actions.Assist with Community Job Fair participation and employee wellness activities.Knowledge, Skills, and Abilities: Knowledge of or ability to acquire knowledge of City's personnel policies, procedures and practices. Knowledge of state and federal laws and local ordinances pertaining to employment and personnel practices in local government. Knowledge of job classification systems and salary structures. Knowledge of various employee benefits programs and retirement programs. Knowledge of risk management principles and practices. Knowledge of record keeping and filing techniques. Ability to enforce departmental rules, regulations, policies, and procedures. Ability to maintain a high level of confidentiality. Ability to deal tactfully and courteously with City employees and the general public. Ability to communicate clearly and effectively, orally and in writing. Skill in using computers and other standard office equipment.Supervisory Control: The Human Resources Director assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.Scope and Effect: The purpose of this position is to manage, plan, organize, and direct the City's personnel department.Physical Demands and Work Environment: Work is typically performed sitting at a desk or table with intermittent standing, stooping, bending, reaching or walking required. Sitting for long periods required; talking and hearing required; close vision, distance vision, peripheral vision, and depth perception required. Employee occasionally lifts light and heavy objects. The noise level in the work environment is usually low. Work is typically performed in an office environment.Minimum Qualifications:Education: Bachelor's degree in human resources management, Public Administration, Business Administration, or a closely related field required. With a minimum of Two (2) years of progressively responsible Human Resources experience, preferably in local government. Associate's degree in human resources management, Public Administration, Business Administration, or a closely related field required. With a minimum of Four (4) years of progressively responsible Human Resources experience, preferably in local government. Or Combination of 6 years of acceptable education and experience as described above. Possession of or ability to readily obtain Safety Coordinator Certification. Possession of or ability to readily obtain valid State Driver's License issued by the state of Georgia.
