SUPERVISORY IT SPECIALIST (PLCYPLN)

Summary You will serve as a SUPERVISORY IT SPECIALIST in the DEPUTY FOR OPERATIONS of NAVWARSYSCEN PACIFIC SAN DIEGO CA. Responsibilities You will create and promulgate policies and procedures; establishing policy and directing the technical and programmatic allocations of Department facilities. You will establish and direct department hiring policies for critical technical and engineering skills; establishing direction and policy for employee awards and recognition; leading Department awards and personnel. You will serve as single POC to coordinate with the NIWC Pacific Offices for Personnel Security, Legal, and the Inspector General to resolve ISR personnel issues. You will lead development of policy and directing Information Technology network resources; leading inter-departmental operations and resolving personnel issues; leading and overseeing allocation of resources and administrative processes. You will provide expert advice and guidance on a wide range of ISR topics and lead Center and external IPTs relevant to ISR systems and applications. Requirements Conditions of Employment Qualifications NM-05 I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Under the guidance of the department leadership, specific duties include, but are not limited to: creating and promulgating policies and procedures; establishing policy and directing the technical and programmatic allocations of Department facilities; Establish and track facility plan of action and milestone schedule; coordinate and track execution costs. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Work closely with the Department Head and Deputy Department Head to develop/implement Department and Center strategic and tactical actions; managing the Department's Academic Program; establishing and directing department hiring policies for critical technical and engineering skills. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Coordinate and serve as single point of contact for all external administrative action's items and requests for information; and representing the Department on Center committees and IPTs. Under the guidance of the department leadership, the selectee will have proven leadership skills handling challenging and complex technical projects/processes. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Under the guidance of the department leadership, the selectee leads Department Integrated Product Teams dealing with operational and personnel matters; leads development of policy and directing Information Technology network resources; leading inter-departmental operations and resolving personnel issues; leading and overseeing allocation of resources and administrative processes. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-13 or pay band NM-04 in the federal service or equivalent experience in the private or public sector providing subject matter expertise as a recognized leader of a particular area of technology or family of systems. NM-04 I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Under the guidance of the department leadership, the selectee will have developing leadership skills handling challenging and complex technical projects/processes. Under the guidance of the department leadership, the selectee will participate in Department and Center level efforts to identify and implement solutions that improve operations and procedures. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Under the guidance of the department leadership, the selectee coordinates Department Integrated Product Teams dealing with operational and personnel matters; recommending policy and directing Information Technology network resources; coordinating inter-departmental operations and personnel issues; overseeing allocation of resources and administrative processes. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Under the guidance of the department leadership, the selectee must possess inter-personal skills, perform effectively at all organizational levels, and be recognized as a team player and consensus builder. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Under the guidance of the department leadership, selectee applies ISR Department and Center engineering policies, procedures, and requirements in their technical decision making. Selectee will provide advice and guidance on a wide range of ISR topics and participate in Center and external IPTs relevant to ISR systems and applications. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band NM-03 in the federal service or equivalent experience in the private or public sector Leading a team and providing technical, project management, and contract oversight; and applying basic budgetary and financial management principles. Education Additional Information This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories. The pay schedule for all Supervisor Positions will be NM-2/3/4/5/6. This is a Cyberspace Workforce position, work role code Cyber Workforce Developer and Manager, proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
