General Statement Of Job The Building Inspector I/II/III performs technical work inspecting building construction on‑site for compliance with approved plans and applicable city, state and federal codes. Under supervision of the Chief Inspector, this position demonstrates strong time management and self‑direction as they perform field inspections of complex development sites, systems, work in progress or completed work, issue notices of violations for non‑conformance, and re‑inspect when deficiencies are corrected. A Building Inspector is sub‑classified per trade qualifications as either "Structural", "Electrical", "Plumbing" or "Mechanical". As an essential employee, a Building Inspector will be required to perform post‑tropical cyclone damage assessment or other special work detail. All Inspectors must meet all the education and experience requirements, hold required licensure and certifications, and have additional inspection work experience, all as noted below. Positions Available Building Inspector I: Starting at $34.20/hour Building Inspector II: Starting at $35.91/hour Building Inspector III: Starting at $37.71/hour Essential Functions Inspect buildings under construction, alteration, repair and existing buildings for compliance with approved plans and applicable city, county, state and federal codes. Ensure installation and construction are substantially compliant with approved plans and specifications. Identify hazardous conditions; issue notices, warnings or stop‑work orders; re‑inspect to verify corrections. Prepare accurate inspection reports, maintain records, and testify in court as required. Communicate professionally and timely with contractors, property owners, public, and staff about code requirements, inspections, and corrections. Use inspection/permit software and other business systems; learn evolving technologies. Participate in on‑call rotation for fire‑incident inspections and perform post‑tropical cyclone damage assessments or other emergency special details. Applies appropriate regulations and codes with guidance, as necessary, from the Chief Inspector or Building Official. Investigates complaints and responds to inquiries by taking appropriate action and following up. Assists in the review and evaluation of building plans for compliance with all applicable codes as assigned. Perform related duties as assigned. In Addition – Level Specific Essential Functions Include: Building Inspector II (Level II) Perform field inspections of complex development sites, systems, work in progress, and completed work under supervision of the Chief Inspector. Issue notices of violations for non‑conformance and reinspect when deficiencies are corrected. Sub‑classify work by trade (Structural, Electrical, Plumbing, Mechanical) and perform trade‑specific inspections consistent with certifications. Apply codes and regulations with guidance from Chief Inspector or Building Official. If assigned to the Building Recertification Program, essential functions include: Monitors deadlines for submittal of recertification reports. Ensures notices of submittal deadlines are prepared and timely issued. Responds to technical questions regarding the program and its requirements. Responds to complaints regarding building safety. Observing building inspections performed by engineers. Assist with the enforcement of code compliance. Compile data and preparing reports related to Building Recertification Program. Coordinate work with code compliance personnel, building inspectors, planning and zoning personnel, and other City staff. Attends Permitting and Construction Review Boards and Special Magistrate hearings regarding building inspection and code compliance cases. Building Inspector III (Level III) Perform highly complex inspections, including major construction projects; serve as subject matter expert and provide guidance/mentoring to Inspectors I and II. Assist and provide backup to the Deputy Building Official; help review/evaluate building plans for code compliance. May be assigned to specialized programs (e.g., Building Recertification Program, Floodplain Management) with duties including program monitoring, enforcement support, data/report compilation, coordination with other departments, and attendance at hearings. Knowledge, Skills and Abilities Building construction, building construction materials, and construction methods in at least one area of technical expertise such as structural, electrical, mechanical or plumbing fields. City and State building codes and related laws and ordinances. Standard office practices, procedures, software, and equipment. Business English, spelling, and commercial arithmetic. Skilled In Technical reading comprehension, understanding written sentences, schematics, and paragraphs in work‑related documents. Active listening, giving full attention to what others are saying, understanding the points made, asking questions as needed, and avoiding interruptions at inappropriate times. Service orientation, providing support and assistance as needed, ensuring inquiries, concerns, and administrative needs are addressed efficiently and effectively. Time management, efficiently organizing tasks, prioritizing responsibilities, and allocating time for duties. Communication, clearly articulating information to non‑technical individuals and groups to ensure mutual understanding, resolve differences, refer customers to appropriate resources, and build trust and maintain relationships. Active learning, continually learning and practicing to stay up‑to‑date with current codes, standards, requirements, and evolving technologies. Ability To Detect poor workmanship, inferior materials and hazards that endanger life and property. Read and interpret plans, specifications and blueprints of ordinary complexity quickly and accurately and compare them with construction in process. Read, understand and interpret building codes and assist in the evaluation of building permit application documents for compliance with those codes. Communicate effectively with building owners, contractors, other city employees and the general public. Build and maintain professional relationships with colleagues, applicants, contractors, and other stakeholders, working collaboratively with department staff, and other departments. Enforce codes and regulations with firmness and tact. Organize and write accurate and detailed reports and maintain paper and computer‑based records. Use a computer, including proficiency with relevant software applications, as well as smartphones, cellphones, iPads, and tablets to efficiently complete tasks and communicate effectively. Respond as needed for inspections outside of normal business hours. Make use of employer provided resources to obtain and/or maintain required certification. Minimum And Preferred Qualifications
BUILDING INSPECTOR I
High School diploma or equivalent. Five (5) years of experience in one or more of the building construction trades. Possession of a valid Standard Inspector Certification in an appropriate sub‑category from the State of Florida, Department of Business and Professional Regulation, Building Code Administrator’s and Inspector’s Board in accordance with the requirements of Florida Statute Chapter 468. Possession of valid State of Florida Class “E” driver’s license. Preferred Qualifications State of Florida certification or registration as a contractor qualified to supervise and perform construction work in one or more of the technical sub‑classifications or current licensure as an Architect or Professional Engineer in the State of Florida. Uncertified Inspectors are required to obtain a minimum of one (1) valid Standard Inspector Certification within their probationary period in an appropriate sub‑category from the State of Florida. Individuals employed as provisional inspectors shall remain in a probationary employment status until such time as Standard Certification is obtained or for a period of one year, whichever is longer.BUILDING INSPECTOR II
High School degree or equivalent. Five (5) years of experience in one (1) or more of the building construction trades AND One (1) year of professional employment as an inspector employed by an agency with building code regulatory authority required. AND Two (2) Standard Inspector Certifications in an appropriate sub‑category from the State of Florida OR One (1) Standard Inspector Certification and one (1) certification as a Plan Examiner from the State of Florida. Possession of valid State of Florida Class “E” driver’s license. Preferred Qualifications Possession of a State of Florida certification or registration as a contractor qualified to supervise and perform construction work in one or more of the technical sub‑classifications. Current licensure as an Architect or Professional Engineer in the State of Florida. Possession of a certification as a Building Code Administrator (BCAIB) from the State of Florida.BUILDING INSPECTOR III
For consideration of a level III, candidates must meet the following qualifications in addition to the minimum requirements listed above: Two (2) years of experience of professional employment as an inspector employed by an agency with building code regulatory authority, instead of one (1) year for Level II. Possession of two (2) or more valid Standard Inspector Certifications in an appropriate sub‑category from the State of Florida AND Possession of one (1) or more Standard Certifications as a Plan Examiner from the State of Florida. Preferred Qualifications Possession of a State of Florida certification or registration as a contractor qualified to supervise and perform construction work in one or more of the technical sub‑classifications. Current licensure as an Architect or Professional Engineer in the State of Florida. ANNUAL LEAVE
Shall accrue prior to an employee attaining permanent status in the classified service and may be used after six (6) months of an employment at the sole discretion of the Department Head, but it shall not be paid out upon resignation or termination unless the employee has attained permanent status (one full year). The maximum accrual is 360 hours. Employees who have attained permanent status shall be permitted to cash out up to forty (40) hours of accrued and unused Annual Leave, either in a single lump sum payment or two or more partial payments, each fiscal year.SICK LEAVE
8 hours per month. Any hours in excess of 960 will be paid off annually at 50%. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. Termination for reasons other than retirement shall be entitled to payment for accrued, but unused sick leave, as follows: Less than 2 full years 0% 2 to 5 full years 10% 5 to 10 full years 20% 10 full years or more 30% Retirement (normal, early or disability) 50% HEALTH INSURANCE (Premiums) Employee Medical (Base Plan) - Paid 100% by City. Employee contributions are required for the buy‑up employee coverage plans. Employee Dental (DHMO or Basic PPO Plan) & Vision (Basic Plan) paid 100% by City. Employee contributions are required for the Employee + Dependent(s) for the Medical, Dental, & Vision Plan.CONTINUOUS SERVICE BENEFIT

An option to enroll in a Defined Contribution Retirement Plan. The Defined Contribution Retirement Plan will not require a mandatory contribution. The City will contribute seven (7%) percent of the annual base wages annually. The vesting period for this plan shall be one (1) year from date of hire in the classified service, which coincides with your one‑year probationary period. An option to enroll in a Defined Benefit Retirement Plan option is available. There is a ten (10) year vesting period with a multiplier of 2.00% at normal retirement and a mandatory seven and three‑quarters (7.75%) percent employee contribution. The two (2) options will be fully explained prior to an irrevocable selection. Optional 457 Deferred Compensation Savings Plan is available.HOLIDAYS
15 per year: 12 recognized holidays and 3 floating days which are allocated for the fiscal year beginning October 1, to all 8 hour per day employees. Employees hired between October 1 and March 31 shall receive 3 floating holidays. Employees hired between April 1 and September 30 shall receive 1.5 floating holidays. Floating holidays must be used within the fiscal year. Non‑task employees working 10‑hour days receive 10, 10‑hour paid holidays but do not receive floating holidays.FUNERAL LEAVE

Full‑time employees are eligible for tuition reimbursement as outlined in the City’s Tuition Reimbursement Policy which is available in Human Resources and subject to the availability of departmental funds.MILITARY LEAVE
Members in military reserve units who attend annual training are entitled to paid leave not to exceed 30 days each calendar year. EAP Employees, spouses, and eligible dependents have access to five (5) face‑to‑face sessions with a counselor through Cigna's Employee Assistance Program (EAP).
