OVERVIEW


Assignment


This contract Financial Analyst 1 assignment will provide support and assistance to the Financial Integrity & Analytics organization (TIBF), supporting the Transmission (T) Business Line for *** (BPA). This assignment will serve as a Financial Analyst for the Transmission capital and expense programs designated by the TIBF manager, Internal Operations Manager, Executive Manager or BFTE Project Manager (PM). In addition, this assignment will conduct financial analysis and forecasting of capital, expense, and reimbursable programs to validate compliance with BPA capitalization and expense policies. The Financial Analyst works with a variety of individuals and organizations across BPA, including Executives, Management, Finance, Project Managers, Account Executives, Customer Service Engineers (CSEs), and other Federal Agency Officials.


Organization


Transmission Infrastructure Asset Management Financial Integrity & Analytics (TIBF) is comprised of financial analysts and program analysts charged with supporting the capital, expense and reimbursable work plan by providing financial oversight, forecasting, analysis, asset tracking, reporting and asset unitization to project managers, program managers and management. Candidates should be self-starters, open to change and have keen attention to detail. The organization works both collaboratively and independently.


ASSIGNMENT RESPONSIBILITIES


Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.


Perform financial analysis and provide recommendations based on Federal Energy Regulatory Commission (FERC), Generally Accepted Accounting Principles (GAAP) and A-123 guidelines.


Maintain/adhere to internal project analysis policies, processes (update standards, desk procedures), and procedures.


Perform work order completion analysis based on the interpretation of FERC, GAAP, internal audit, and A-123 guidelines.


With notice and approval from the applicable Project Manager (PM), place capital assets into plant in-service upon project completion, initiating the start of financial depreciation reported and monitored on BPA's balance sheet. This requires close collaboration and coordination with the PM to properly assign FERC codes to major and minor assets, and to accurately retire assets, ending depreciation.


Provide clear, presentable financial reporting data to a variety of stakeholders, such as finance, internal/external auditors, project managers, and executive management based on target dates set for monthly and yearly financial closing activities.


Research, identify, track, and process monthly accruals, reversals, and re-accruals for Transmission following accounting guidelines.


Recommend appropriate financial action, based on defined Office of Management Budget (OMB) A-123 policies, financial rules, regulations, policies, and procedures.


Perform monthly analysis of past and present financial expenditures to estimate and support financial forecasts, and other ad hoc analysis as requested.


Evaluate and analyze program costs, identify errors, and recommend appropriate corrective action, monitor until corrections have been completed. Alert the BPA manager of any errors or obstacles encountered.


Work closely with Project/Program Manager(s) responsible for capital and expense programs by researching, forecasting, analyzing, extracting, tracking, reviewing, completing, and consolidating costs vs. estimates for major projects.


Conduct data analysis and reporting for one or more of the following End of Year and Start of Year Reporting, Quarterly Business Review, Integrated Program Review, Lease Finance Program, Finance Committee Executive Management, Finance, Management Assertion, Target Tracking, Capital Investment Acquisition. (Note: Accuracy and quality of data and reporting produced is of high importance as it is used by decision makers for budget priorities and finalization.)


Conduct ongoing financial training to update Project Managers and/or Performance Managers regarding process workflow, methodologies, and technologies related to agency and Transmission financial responsibilities.


Identify gaps and process improvements for various financial activities and subjects.


Create spreadsheets, graphs, and PowerPoint presentations used to illustrate financial data when requested.


Maintain repository of financial records. Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.


REQUIREMENTS


Education & Corresponding Experience (required on matrix)


Bachelor of Science Degree in Finance, Economics, Statistics, Accounting, Business Mathematics or a closely related technical field is preferred.


6 months of direct work experience in a financial analysis capacity, including all aspects of project support/analysis is required


Required Technical Skills & Experience (required on matrix)


6 months of experience in the following:


Financial forecasting


Working knowledge of automated data systems (i.e., ERPs like PeopleSoft and Asset Suite).


Running queries, generating reports to support management, troubleshooting, and resolving issues in an automated environment.


Researching data anomalies, evaluating information gathered (sometimes from multiple sources), and reconciling data conflicts.


Preferred Skills & Experience (optional on matrix)


Excellent verbal and written skills sufficient to provide ongoing training and updates to managers, stakeholders, and other customers

Valid U.S. Driver's License is required.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

All training and any information that is to be disseminated must be either 1) per established policy, process, procedure, or practice; or, 2) reviewed, finalized and approved by appropriate BPA federal personnel.


Inspection / IT Testing


Processes and procedures must ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).


HR Support


CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).


All work products must be reviewed and finalized by appropriate federal employees.


Policy Development


BPA's process for Policy development includes multiple levels of federal review prior to acceptance / adoption.


Interpretation of Policy/Regulations


Only BPA federal employees may determine the applicability and interpretation of regulations.


CFTE are not permitted to "interpret" regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.


Representing BPA


Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.


CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.

Purpose:


The Contract Full Time Equivalent (CFTE) Hiring Safety Training Matrix is a hazard assessment for CFTE personnel routine tasks. It is intended to set a common understanding on training requirements between the CFTE personnel and the *** (BPA) managers/supervisors. BPA Requesting Managers should complete this form and coordinate with BPA Supplemental Labor Office during the procurement process to ensure the CFTE position includes a list of required trainings associated with identified tasks, conditions, and exposures. Each task, condition, and exposure indicate which training courses are required, who shall provide those trainings, and when those trainings shall occur.


This form is intended only as a reference document for contractors.

BPA provided safety training will be the same training provided to Federal Workers.


For the "General Comments" section, BPA Requesting Managers can list anything that was not already covered and provide clarification to the BPA COR to better understand the CFTE position. It may include tasks, conditions, and/or exposures that are unique to a particular position, work site, or person.
