DLI LABOR LAW ENFORCEMENT SUPERVISOR (ADMINISTRATOR I SUPERVISOR)

Introduction Maryland Department of Labor is accepting applications from qualified candidates for a DLI Labor Law Enforcement Supervisor (Administrator I) position within the Division of Labor and Industry, Prevailing Wage Unit. This recruitment is limited to current Maryland Department of Labor/Labor & Industry employees. Grade 16 Location 7300 Calhoun Place, Rockville, MD 20855 Main Purpose of Job The main purpose of this position is to direct and assist in the direction and daily operations of the Prevailing Wage Unit, consistent with the standards and procedures adopted by the Commissioner of the Division of Labor and Industry. It encompasses full performance of first-line managerial levels of investigative staff related to the administration of departmental policy, oversees and coordinates agency operations, and functions as a special assistant to an Administrator III. Position Duties Plan and organize workload of investigative and administrative staff to ensure program performance. Administer, review, and make recommendations regarding investigations, inspections, and actions consistent with direction and administration priorities. Communicate with employers, employees, and other interested persons orally and in writing to collect unpaid obligations, issue enforcement documents, address inquiries, and provide conciliation services. Schedule and follow up on investigator’s field site work. Interpret and apply agency policies, rules, and regulations to accomplish the work of the Prevailing Wage Unit, including other labor laws. Implement new regulations and policies as directed by upper management. Set goals and deadlines and oversee workflow of the PWU, coordinating with administrators of other units as needed. Provide consultation services to employers, employees, and other persons to improve labor law compliance through written and oral communication and group presentations. Coordinate staff coverage of the PWU. Adjudicate labor law violations, provide testimony during hearings, and enforce decisions by issuing demands, citations, penalties, subpoenas, and other notices. Promote agency work through frequent contact with interested groups and individuals. Monitor and track employee attendance and performance and ensure the personnel evaluation and performance process complies with law. Perform other duties as assigned. Minimum Qualifications Graduation from an accredited high school or possession of a high school equivalency certificate. Four years of administrative staff or professional work. Substitutions: 30 college credit hours per year up to four years; Bachelor’s, Master’s degrees; U.S. Armed Forces military service experience as a commissioned officer involving staff work related to administration of rules, regulations, and policies. Selective Qualifications At least six (6) months of experience supervising wage and hour investigators. Desired or Preferred Qualifications Experience planning, organizing, and overseeing the workload of investigative and administrative staff to ensure program goals, deadlines, and performance standards are met. Experience interpreting and applying labor laws, regulatory enforcement procedures, and investigative processes, including reviewing case findings, evaluating evidence, and making recommendations on enforcement actions. Demonstrated experience leading or supporting regulatory enforcement or investigative operations in a structured, compliance-driven environment. Licenses, Registrations and Certifications Employees may be required to operate a motor vehicle. A valid motor vehicle operator's license in Maryland is required for such duties.
