Job Summary

Guru Consulting LLC is seeking an experienced Economic Development Strategic Planning Consultant to lead the development of a practical and implementable Five-Year Economic Development Action Plan for the Town of Oak Bluffs. The consultant will collaborate with municipal leadership, the Economic Development Council, local businesses, residents, workforce representatives, property owners, and regional partners to identify strategies that strengthen the local economy and support sustainable year-round growth.

Key Responsibilities

• Lead the development of a comprehensive 5-year Economic Development Action Plan.

• Conduct economic and community needs assessments.

• Facilitate stakeholder engagement workshops, interviews, and public meetings.

• Collaborate with Town officials, businesses, residents, and community organizations.

• Identify strategic priorities, implementation initiatives, and measurable outcomes.

• Perform market research, SWOT analysis, and economic trend analysis.

• Develop implementation roadmaps, timelines, and performance metrics.

• Prepare executive reports, presentations, and final strategic planning documents.

• Present recommendations to the Economic Development Council and Town leadership.

Required Qualifications

• Bachelor's or Master's degree in Urban Planning, Economic Development, Public Administration, Business, or related field.

• 5+ years of experience in economic development or municipal strategic planning.

• Experience developing strategic or economic development plans for public sector clients.

• Strong facilitation and stakeholder engagement experience.

• Excellent report writing and presentation skills.

• Experience managing government consulting projects from planning through implementation.

Preferred Qualifications

• CEcD (Certified Economic Developer) certification.

• AICP (American Institute of Certified Planners) certification.

• Experience working with municipalities in Massachusetts or New England.

• Grant funding and community revitalization experience.
