Inspection Services Support Manager II - Department of Building Inspection (0923 TEX)

Job Description This position supports the work of the Deputy Director for Inspection Services. This position will be responsible for managing the Inspection Services operations in regards to Inspections, Code Enforcement, and Housing Inspection. The position will be responsible for monitoring and evaluating operational metrics related to inspection services, with a focus on enhancing turnaround times and overall service delivery. This position will manage staff training, develop and refine policies and procedures, and act as a key subject matter expert, advising executive leadership on process improvements supporting Mayor’s Office’s PermitSF initiative. The Inspection Services Support Manager (0923) duties include: Manage support staff for all DBI Inspection Divisions: BID, CES, EID, HIS, PID Collaborate with Chiefs of each Inspection Division Analyze and refine organizational structure, develop and track policies and procedures for the coordination of support staff for Inspection Divisions to ensure efficient operation Monitor staff work Supervise Permit Tech III supervisors Identify process problems/issues and make recommendations for improvements Prepare operational reports Establish online customer service plan Serve as liaison to DBI divisions concerning all inspection services and other city department staff Provide centralized coordination across DBI divisions and other City departments to ensure alignment with the Mayor’s PermitSF goals Accelerate cross-departmental collaboration and reduce siloing by serving as a dedicated leader focused on accountability, customer experience, and consistent delivery of reforms Oversee user‑experience improvements, including development of tracking tools and other customer‑facing reforms Participate in Budget development Directs the allocation of resources to meet Department goals Perform other related duties as necessary. Qualifications EDUCATION: Possession of a baccalaureate degree from an accredited college or university; AND EXPERIENCE: Four (4) years of verifiable professional experience in engineering, architect and/or administrative function related to building plan reviews, building records, or construction permitting Education Substitution : Additional experience as described above may be substituted for the required degree on a year for year basis. Thirty (30) semester units or forty‑five (45) quarter units equals one (1) year. Experience Substitution : Possession of a Juris Doctorate (J.D.) or Master's degree may substitute for one (1) year of the required professional experience. Desirable Qualifications Two (2) years supervising Permit Technician series or equivalent. Master’s degree from an accredited college or university in Civil, Electrical, Mechanical, or Structural Engineering; Construction or Project Management; or related field. The ideal candidate with have a good balance of the following: Knowledge of management and administrative techniques; written and oral communication skills; computer skills; problem‑solving skills; human resources management skills; interpersonal skills, team‑building skills; leadership skills; and time‑management skills.
