ENVIRONMENTAL HEALTH MANAGER

$3,000 per month

Assists in the planning, coordination, management, and evaluation of overall day-to-day operations of the Environmental Health Division and assigned Environmental Health programs and services. Ensures the efficient delivery of Environmental Health Programs and services through operational oversight, mentorship, supervision, technical assistance, workflow coordination, and support to assigned staff. Position Description QUALIFICATIONS & SKILLS: Education: Bachelor’s degree in Environmental Health, Public Health, Sanitary Science, Engineering, Biological Science, or related field. Required Experience: Must have a minimum of three to five years of progressively responsible Environmental Health experience. Preferred Experience: Experience in Environmental Health program coordination, quality assurance, operational oversight, training, or leadership activities preferred. Supervisory or management experience preferred. May consider an alternative combination of formal education and work experience at the employer’s discretion. Other Requirements: Possession of a valid Michigan driver’s license. Registered Sanitarian credential recognized by the State of Michigan and/or Registered Environmental Health Specialist (REHS) credential preferred. (NEHA). Relevant Skills/Specialized Equipment Knowledge: Knowledge of Environmental Health principles, laws, regulations, minimum program requirements, and public health practices. Ability to coordinate multiple programs, projects, deadlines, and operational priorities. Ability to provide leadership, mentorship, training, and operational guidance to staff. Ability to analyze operational workflows and recommend process improvements. Ability to communicate effectively with staff, leadership, regulatory agencies, community partners, and the public. Ability to effectively manage conflict and difficult situations in a professional manner. Knowledge of office technology, database systems, reporting systems, and applicable software utilized by the department. Ability to work collaboratively across divisions and with external agencies. Ability to defuse confrontational or angry customer relations situations. Ability to respond after hours for emergency preparedness coordination RESPONSIBILITIES: Promotes public health protection in Jackson County by supporting regulatory compliance, quality improvement activities, accreditation readiness, cross-training, collaboration with community partners and regulatory agencies, and consistent delivery of Environmental Health programs and services. Participates in the development and implementation of division policies, procedures, operational standards, and strategic initiatives to support public health protection and organizational sustainability. Essential Functions Coordinates and oversees day-to-day Environmental Health operations and activities to ensure effective and efficient delivery of services and compliance with applicable local, state, and federal laws, regulations, minimum program requirements, and departmental policies. Provides operational oversight, mentorship, technical assistance, and support to Environmental Health staff. Promotes professional development, cross-training, standardization of practices, and continuous quality improvement activities. Assists in monitoring workload distribution, staffing needs, program priorities, operational efficiencies, and service demands across Environmental Health programs. Assists in evaluating Environmental Health operations, workflows, staffing structure, equipment, and resource utilization. Recommends and implements operational improvements when appropriate. Collaborates with department leadership regarding staffing, operational planning, policy development, budgeting considerations, program performance, and strategic initiatives. Coordinates onboarding, orientation, field training, and ongoing competency development for Environmental Health staff. Assists in monitoring and ensuring compliance with accreditation standards, quality assurance activities, state reporting requirements, documentation standards, and program performance measures. Participates in recruitment activities including interviews, onboarding processes, and training coordination for assigned staff. Reviews reports, inspection documentation, corrective action plans, enforcement documentation, and operational records for quality, consistency, completeness, and compliance with applicable standards. Coordinates and/or participates in responses involving environmental public health complaints, foodborne illness investigations, environmental contamination concerns, emergency response activities, and other public health hazards. Serves as liaison with state and local agencies including, but not limited to, MDHHS, EGLE, MDARD, local municipalities, emergency management, and other regulatory or public health partners. Assists with the development, implementation, and evaluation of Environmental Health policies, procedures, operational guidelines, and standard work practices. Participates in accreditation activities, program self-assessments, continuous quality improvement initiatives, emergency preparedness planning, and strategic planning efforts. Assists with coordination of Environmental Health data collection, reporting, record maintenance, and submission of required reports to regulatory agencies. Coordinates or assists with public outreach, educational activities, community engagement efforts, presentations, and technical assistance regarding Environmental Health programs and services. Serves as a resource to staff regarding interpretation and application of Environmental Health laws, codes, regulations, policies, and operational procedures. Assists with monitoring operational continuity and identifying vulnerabilities related to staffing, training, workflows, technology, or regulatory compliance. May perform Environmental Health field activities, inspections, investigations, plan reviews, or emergency response duties as operational needs dictate. Promotes a work environment that supports teamwork, accountability, professionalism, communication, adaptability, and continuous improvement. Assists with miscellaneous projects and other duties as assigned. Other Functions Participates in Continuous Process Improvement (CPI) and Building Employee Engagement (BEE) initiatives, projects, and associated training programs for the division or department. Completes basic Incident Command System (ICS), Strategic National Stockpile (SNS), and Emergency Operations Plan (EOP) courses and supports agency public health preparedness and emergency response efforts. Responds to public health emergencies in the community in coordination with and under the direction of the Health Officer or other key department management personnel. During a public health emergency, may be required to perform duties outlined in the Emergency Operations Plan and be available for immediate response. May be selected to receive training in a primary, secondary, or tertiary Incident Command System role to support department public health preparedness and emergency response efforts.
