Assessment Specialist

Salary Range: $43,084.00 - $64,626.00 This is a non‑exempt (hourly) position. Pay rates are based on education, skill, experience level, and internal equity. Internal equity considerations include an assessment of the applicant’s salary history and qualifications in comparison to the market rate and requirements for the job. Position Summary Provide professional assistance on real property assessment‑related issues with internal and external stakeholders via phone call, fax, mail, or email. Under direct supervision, responsible for determining qualification of properties subject to exemption and exclusion from the property tax base, and for organizing and processing appeal data for real property sections of the assessor’s office. Essential Functions Process elderly or disabled exclusions per NCGS 105-277 once per month Determine eligibility of Agricultural, Horticultural, and Forestland Classifications in accordance with NCGS 105-277.2 through 277.7 Review appeals for timeliness and validity; review merits and make changes where appropriate and prepare formal exemption appeal cases; testify and deliver written and oral presentations before the Board of Equalization and Review and/or North Carolina Property Tax Commission per NCGS 105-278 Review property tax exemptions or exclusions applications for qualification in accordance with NCGS 105-275 through 278.8 Process REI account data, including new construction listings, changes to existing buildings, combinations or subdivisions of land, and changes due to appeals Organize and process appeal data for Real Property sections of the Assessor's Office Analyze and resolve issues where applicable; elevate matters to appropriate staff as needed Experience and Qualifications Minimum Qualifications: Minimum of two years of experience directly related to appraisal and/or tax assessment or two years of administrative experience. Education High school diploma or equivalent. Licenses and Certifications Certification with the North Carolina Department of Revenue as a County Real Property Appraiser within two years of hire Passing scores on tests in two 30‑hour courses in NC Property Tax Listing and IAAO Course 101 Certification must be maintained by taking 30 additional hours of coursework/training as required by the North Carolina Department of Revenue every two years Annual Motor Vehicle Record (MVR) check required Knowledge Principles and practices of real property and uses for tax purposes Applicable laws, court decisions, and Board of Equalization regulations pertaining to real property exemptions and classifications Property tax listing and assessing in North Carolina County’s most current schedule of values for appraising real property The elements of appeals hearing presentations Up‑to‑date on the annual changes in tax law related to exemptions and exclusions Skills Active Listening: Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate Understanding written sentences and paragraphs in work related documents Talking to others to convey information effectively Collecting, analyzing, correlating and applying relevant information to determine exemption/exclusion qualification Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems Using mathematics to solve problems Abilities Collaboration: Working effectively and cooperatively with others; establishing and maintaining good working relationships Communication: Clearly conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain the information provided Customer Focus/Service: Ensuring that the customer perspective is a driving force behind business decisions and activities; crafting and implementing service practices that meet customers’ and own organization’s needs Decision Making: Identifying and understanding issues, problems, and opportunities; comparing data from different sources to draw conclusions; using effective approaches for choosing a course of action or developing appropriate solutions Planning and Organizing: Establishing courses of action for self to ensure that work is completed efficiently Computer Skills Proficient in various computer applications including Microsoft Office Suite.
