As a member of the Cornell Cooperative Extension Dutchess County (CCEDC) Environment & Energy Program team, this position will serve as the Energy Hubs Program Manager for Cornell Cooperative Extension Dutchess County and will be part of the team managing environmental and energy projects through the NYSERDA Regional Clean Energy Hubs program. The Energy Hubs Program Manager will lead County level programing efforts focused on NYS energy efficiency and clean energy education programs in the Mid-Hudson Region, specifically in Sullivan, Dutchess, Orange, Putnam, Rockland and Ulster Counties. This position is also responsible for working as a team member and providing input to his/her/their supervisor and fellow regional team members on implementation and evaluation of these energy programs throughout the Mid-Hudson region. This position, alongside other Energy Team members, will provide direction, organization, coordination, and management of programs that work to inform residents, multifamily building owners, and small businesses, with an emphasis in low-to-moderate income and priority communities, of the options for adopting clean energy strategies in their homes and businesses. This position will work under the direction and supervision of the Energy and Environment Program Leader, with additional support and leadership from senior members of the regional Energy team. Responsibilities include establishing and maintaining relationships and working with community partners and local stakeholders to lend energy efficiency and clean energy programs addressing energy insecurity. This position will implement programs that deliver information and provide education in a wide variety of settings, including, but not limited to: outreach at community events; presenting before large audiences; connecting with audiences and stakeholders via one-on-one phone calls; following up with leads/clients to provide additional information; assisting leads/clients with navigating every step of applying for relevant energy efficiency and clean energy programs available to them; helping troubleshoot obstacles to adopting clean energy strategies; coordinating with local energy contractors in providing accurate information on the programs, etc. This position will work with community groups, energy contractors, supervisor and other team members to coordinate, manage and implement engaging educational programs, including assisting with training, engaging and/or coordinating the work of volunteers and interns in program delivery. This position will also serve as a subject matter resource and carry out administrative tasks that support the educational program and fulfill funding requirements. Required Qualifications: Bachelor’s Degree with course work in natural resources, environmental science/studies, sustainable planning and development, community programming, marketing, communications, business, engineering, or other relevant areas of study and/or related fields. Minimum one year of experience relevant to the role of the position, including but not limited to, any of the following: teaching non-formal educational programs, with a preference for experience in energy efficiency and renewable energy, or related topics social work with an emphasis on housing/energy assistance assisting low-income households receive subsidized housing services customer service in an energy, housing, or construction-oriented industry Demonstrated ability to initiate, plan, organize, implement, teach, and evaluate informal adult education programs to address diverse audiences. Strong interpersonal skills and proven ability to work with diverse audiences in group and one-on-one settings. Demonstrated ability to learn new information and communicate effectively through oral, written, and visual channels, using traditional educational tools, as well as electronic technology (e.g., video, audio, computers, etc.). Demonstrated ability and willingness to build relationships with diverse audiences and work to cultivate an inclusive and supportive environment for program participants and colleagues. Demonstrated effective use of a variety of program delivery methods to reach individuals and groups. Ability to manage long-term projects and deadlines within the context of day-to-day projects and deadlines. Ability to organize work and set priorities, handle multiple tasks, and work under deadlines. Proven ability to be diplomatic and utilize active listening skills while avoiding advocacy stances on issues pertaining to the environment, energy, agriculture, and other program areas of CCESC. Capable of independently delivering programming. Ability to meet travel requirements associated with this position; must be willing and able to transport education materials to various off-site locations. Ability to meet acceptable motor vehicle/driving record requirements. Ability to work flexible hours which will include evenings and/or weekends, as appropriate. Ability to analyze issues and to initiate, plan, organize, implement & evaluate informal educational programs addressing diverse audiences in assigned areas. Ability to utilize computer technology to deliver programming, author reports and proposals, communicate internally and externally, prepare visuals, access information, learn and teach. Experience with youth programming/education. Ability to relate effectively to co-workers, advisors, community and professional leaders, and clientele groups. Ability to utilize resources effectively and identify resources within the community. Preferred Qualifications: Fluency in Spanish and/or other languages is highly desirable. Experience establishing and working with community stakeholders, especially those with limited income. Experience working with, and assisting in developing institutional relationships in Sullivan, Dutchess, Orange, Putnam, Rockland or Ulster Counties. Experience working as a volunteer or supervising volunteers. Demonstrated ability to plan, teach and evaluate informal educational programs through a variety of delivery methods to reach individuals and groups. Aptitude for digital technologies and strategies for educational and communication applications. Empathy, sincerity, and an ability to find a silver lining when faced with challenges. Responsibilities/Essential Functions: Program Responsibilities: Program Development - 5% Apply subject matter knowledge to provide input in the development of educational strategies for assigned programs to included, but not limited to: Building science, renewable energy technologies, clean heating and cooling, energy efficiency, and other current topics in energy. Provide input into the development of innovative educational programs and materials that address various energy efficiency, clean energy projects and a clean energy economy through a variety of methodologies (such as workshops and outreach) and by utilizing appropriate educational techniques including assessment, implementation, planning, evaluation and documentation procedure utilizing applied research from Cornell University, the land grant system and other approved sources in order to select innovative, effective program curricula. Influence the creation of program materials to address the needs of the disadvantaged community members and ESL participants in the above-mentioned programs. Program Delivery - 25% Apply subject matter knowledge to create innovative program resources and materials - Provide energy efficiency and clean energy programs and education using a variety of proven and innovative education and delivery methods (including workshops, public events, social media, etc.) to deliver programs that consider the diversity of the community. Teach innovative, developmentally appropriate educational programing and activities in support of NYS energy efficiency and clean energy programs and projects as identified/needed to support the established Plan of Work. Respond to basic information requests and provide general information to stakeholders and the public regarding energy issues in Mid-Hudson region. Disseminate locally relevant, non-biased, technical, and scientifically based energy information, for use by relevant audiences and stakeholders, including (but not limited to), residents, small businesses and nonprofits. Positively represent CCE and the CCESC Environment & Energy program at meetings with various local and regional environmental organizations and regulatory agencies. Provide outreach on energy topics and issues for community events. Deliver education at public meetings, conferences, and community education events Effectively utilize all forms of mass media, including social media, for the innovative delivery of energy educational programs. Program Evaluation - 5% Implement program evaluation as designed. Interact with program participants to obtain evaluation data, to include evaluating effectiveness of classes and instructors within program areas for all programs offered. Analyze program data, and based on that analysis, assist in making improvements in programming. Based on program parameters, interpret evaluation data to constituents as appropriate. Administrative Responsibilities: Direction - 25% Plan the delivery of educational programs via various methods. In collaboration with supervisor and senior members of the regional Energy Team, establish County level and Mid-Hudson regional program goals and priorities, including providing input from the community and regional stakeholders on program needs. Contribute to the development of positive relationships with stakeholders, partnering agencies, organizations, and community leaders. Develop and enhance relationships with appropriate agencies, organizations, community leaders, etc. for program planning and strategy. In collaboration with supervisor and project communications staff, develop marketing strategies, public affairs and special events to reach target audiences and meet program objectives. Provide supervisor with program related information for the budget development process, including strategies for fund development via grants, contracts, fees, contributions and other sources of revenue. Provide input into the planning of all programs to consider the needs of diverse program participants. Provide input for the development of written marketing materials to highlight a program/s. Management - 30% Demonstrate judgement and discretion to independently solve problems and resolve conflicts that arise in the Env. & Energy programs, utilizing appropriate policies and procedures, as needed. Recruit and supervise Energy Navigator volunteer participants in the program. Responsible for maintaining and managing County specific energy program budget in collaboration with the Env. & Energy Issue Leader. Guide the implementation of program budget including assistance to identify community and fiscal resources for program continuance and enhancement. Manage the implementation of communication strategies to expand the program and build awareness. Work with the Energy Issue Leader and staff in program management activities, as assigned, monitoring content to conform to research, policies and objectives of the Association, allocating financial resources to accomplish program objectives, and ensuring spending is within budget. Coordination/Operation - 5% Compile and prepare teaching materials necessary for programs. Implement, execute, and maintain communication with constituents and the community through a variety of methods such as newsletters, emails, electronic technology, internet, social media, website postings, and content. Organize educational and project materials using established procedures. Maintain organized, appropriately named/labeled, and updated databases and accurate records in shared server and workspaces. Collect program data and maintain accurate records of program participants. Provide complex responses to inquiries from various audiences including prospective program participants; partner organizations; municipal officials; and the public. Help prepare outreach and educational materials for community events, including handling logistics and setting up events with displays and materials. Participate in Program Advisory Committee meetings to inform and request advisement of members. Prepare reports demonstrating program progress, accomplishments and the impact on the community. Serve as liaison within the community to various Environment & Energy Program networks. Coordinate program referrals and ongoing outreach efforts in accordance with established Plans of Work. Professional Improvement - 5% Participate in all provided trainings on relevant energy efficiency and clean energy technologies relevant to the roles and responsibilities of the position. In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes, and Association priorities. Collaborate in activities that are in general support of Cornell Cooperative Extension, and perform other duties as assigned. Serve as an active member of the Association on special committees and assignments as approved by supervisor. Health and Safety - Applied to all duties and functions.
