POSITION OVERVIEW:

Title: Behavioral Health Director

Reports To: Chief Medical Officer

Schedule: M-F; 8am-5pm

Status: Exempt

Summary: The Behavioral Health Director coordinates administrative procedures of the Behavioral Health Department in collaboration with the Chief Medical Officer. They may provide individual and family counseling and will be an active member of an interdisciplinary team providing prevention, intervention, and mental health treatment services to the Indian and Non-Indian population within the service area of Tuolumne Me-Wuk Indian Health Center. The Behavioral Health Director supervises, coordinates, and evaluates the psychosocial component of the BH program. Must be able to communicate well, be able to establish rapport with patients and their families and work as a team with other providers to ensure a coordinated approach to patient care. He/she must be sensitive to the needs of the Indian community: its cultures, traditions, behavior patterns and background.

PRIMARY RESPONSIBILITIES: (Will include but not limited to)

  • Maintain, develop, implement and review existing behavioral health services for the Health Center. Plan, develop, implement, review, and propose new Behavioral Health policies and standards to Executive Director.
  • Coordinate and supervise Behavioral Health program staff, functions and duties.
  • Establish, review, maintain and approve all protocols, policies and standards used by Behavioral Health staff. Review to be done annually.
  • Keep supervisor abreast of community activities and situations within the Behavioral Health Department.
  • Actively attend and participate in management meetings.
  • Actively attend and participate in monthly general staff meetings.
  • Maintain good rapport with Indian community and stay abreast of community needs.
  • Keep current with new techniques relating to all aspects of the behavioral health field and related areas of operation.
  • Conduct regular staff meetings with the Behavioral Health Department.
  • Maintain clear channels of communication with all department staff.
  • Ensure that all documentation by the program is completed in a timely manner.
  • Ensure departmental compliance with all applicable laws, regulations, and standards of behavioral health programming; Plan and implement quality assurance measures.
  • Supervise, direct, and evaluate in-service training and professional development activities of the Substance Abuse Counselor and other Behavioral Health providers, including the review of credentialing and delineating privileges provided within the Behavioral Health Department, thus assuring the quality of service being provided.
  • Develop and utilize individual risk criteria. Establish mental health and suicidal treatment protocols.
  • Perform and organize direct peer review.
  • Evaluate Behavioral Health Department programs and initiates changes and improvements to assess maintenance of high-quality, cost-effective care. Participate in quality assurance/improvement committee meetings of the health center.
  • Evaluate Behavioral Health services provided by consultants and recommend changes and improvements when indicated.
  • Ensure assessment and individual treatment plans for each client in treatment are being provided.
  • Conduct individual, family, and group therapy.
  • Refer clients to appropriate support and treatment agencies.
  • Attend appropriate in-service and Indian Health Service training/meetings.
  • Conduct case management conferences with multi-disciplinary team and with Medical and Outreach Programs.
  • Submit monthly reports to the Health Board and other reporting as needed.
  • Develop and conduct mental health consumer surveys.
  • Maintain client confidentiality.
  • Grant writing in coordination with TMWIHC Departments to enhance service capabilities.
  • Monitor legislation, trends, and developments related to behavioral health programs and services; evaluate their impact on programs and operations and implement changes as necessary.
  • Other duties as assigned.

QUALIFICATIONS:

Minimum Qualifications:

Education and Experience:

Pattern I: Master's degree in social work or related field and three (3) years of clinical experience, along with state licensure.

Or

Pattern II: Doctorate in Psychology and one (1) year of clinical experience, along with state licensure.

Preferred Qualifications:

Experience working with Native American population in a healthcare setting 2+ years preferred. Management experience within the Behavioral Health field preferred.

PHYSICAL REQUIREMENTS:

This position requires walking, standing, and sitting for prolonged periods of time; climbing stairs, step-stools, etc.; stooping, kneeling, crouching, balancing, and reaching; pushing, pulling and lifting up to 30 pounds; raising objects overhead; manual dexterity for operation of computer and phones; hearing, talking, and good verbal and written communication skills; repetitive motions of the wrists, hands, and fingers; subject to outside environmental conditions of heat and cold; and walking on uneven ground. The position requires the ability to safely operate and drive a motor vehicle.
