Full Stack Developer

Seeking a highly skilled and analytical Senior Full-Stack Developer to lead the analysis, remediation, and modernization of our web-based applications and financial systems in preparation for the Florida PALM (Planning, Accounting, and Ledger Management) transition, in Tallahassee, Florida.


In this role, the candidate will bridge the gap between legacy systems and modern cloud architectures. You will collaborate closely with management, business users, and Database Administrators to update application databases, refactor codebases ranging from Classic ASP to modern JavaScript frameworks, and ensure seamless data model integration with the state's new ERP system.



Key Responsibilities

• Application Analysis & Strategy: Analyze existing web applications, document technical specifications, and collaborate with management to develop a comprehensive remediation strategy for impacted applications and databases.
• System Remediation & Modernization: Remediate and update web applications to incorporate new chart of accounts and other functional changes mandated by Florida PALM.
• Business Collaboration: Partner with business users to identify application improvements based on current business needs while working within the constraints of PALM remediation activities.
• Database Engineering: Work alongside Office of Information Technology (OIT) DBAs to create complex database views and stored procedures required for application remediation.
• Data Modeling & Financial Analysis: Analyze financial data structures and provide strategic recommendations to optimize the data models of our financial systems.
• DevOps & Agile Integration: Utilize Azure DevOps to manage work tasks, version control code assets, and handle CI/CD deployments. Participate actively in standard Scrum events and team collaborations.
• Maintenance & Support: Support ongoing maintenance activities for Application Services.
• Knowledge Transfer: Conduct thorough technical knowledge transfers with the technical staff of the Office of the Comptroller and Application Services.

• Experience: Minimum of 5 years of hands-on software development experience.
• Legacy & Modern Web Stack: Proven experience developing and maintaining applications using Classic ASP, ASP.NET, and modern JavaScript UI libraries (Angular or React).
• Database Expertise: Strong SQL skills with extensive experience managing and writing logic for SQL Server and/or Oracle relational database management systems.
• Platform Experience: Solid understanding of both on-premises architectures and cloud-based platforms (Microsoft Azure).
• Process: Well-versed in software development lifecycle (SDLC) best practices and Agile methodologies.
• Soft Skills: Exceptional analytical, problem-solving, and critical-thinking skills. Ability to architect solutions that pull from multiple data sources across fragmented technologies.

• Comprehensive knowledge of full-stack development across various modern platforms.
• Deep understanding of the SCRUM Framework and Agile delivery models.
• Experience working with state/federal financial systems or Enterprise Resource Planning (ERP) software.
• Familiarity with enterprise data management concepts, including ETL, Data Warehousing, Operational Data Stores (ODS), Data Lakes, and Master Data Management (MDM).
