Position Highlights The Engineering, Safety & Sustainability Division provides support to all of the agency’s assets and operations including, infrastructure asset management, project planning, construction and tracking, engineering, health and safety, DEEP GIS, the State Geologist, records management and a sawmill processing state forest raw materials. The Division’s Engineering Unit includes traditional engineering activities and construction project management but also takes the lead in agency project planning and prioritization, infrastructure regulatory compliance and asset management tracking and reporting. This Environmental Analyst 1 agency promotional opportunity will support these initiatives as they continue to evolve and enhance to keep up with statewide portfolio demands and requirements. First Shift, Full-Time, Hybrid. Monday-Friday; 35 hours per week. Purpose of Job Class (Nature of Work) In the Department of Energy and Environmental Protection this class is accountable for performing a limited range of tasks in the technical review and analysis of environmental program data and issues within the environmental field and assisting in the development of recommendations for courses of action and implementation of policy and program decisions. In other state agencies this class is accountable for performing a limited range of tasks in the planning, monitoring, implementation and evaluation of environmental program data and issues and assisting in the development of recommendations for courses of action. Examples of Duties Assists in developing departmental, statewide or local environmental plans and programs; Assists in research, collection and analysis of resources, data and educational materials; Assists in review and analysis of proposed projects for consistency with policies, statutes and environmental impact; Assists in coordinating database maintenance and disseminating information; Assists in drafting new regulations, statutes, guidelines and other written materials; Assists in formulating policy options; Assists in providing technical consultation to local, regional, state, federal officials and the public; Assists in coordinating federal grant-in-aid programs and preparing related documentation; Assists in developing enforcement actions and reports; Assists in reviewing and developing recommendations on environmental permit requests; Assists in developing and implementing environmental and leisure services education programs; Assists in preparing environmental impact statements and recommendations for corrective actions and/or alternatives; May assist in conducting site investigations; May assist in preparing publications and guidelines on environmental protection, natural resource education and economic development issues; Prepares environmental permit applications; May prepare enforcement actions; May serve as department representative on regulatory and advisory boards and/or committees; May serve as legislative liaison; Performs related duties as required. Knowledge, Skill and Ability Knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection; principles and practices in fields relative to environmental protection; basic principles and practices of environmental and policy analysis; basic statistics; environmental program planning principles and practices; Skills interpersonal skills; oral and written communication skills; research and organizational skills; Ability understand and interpret legislation and technical data; utilize computer software; Minimum Qualifications – General Experience Five (5) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs. Minimum Qualifications – Substitutions Allowed College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for five (5) years of the General Experience. NOTE: Education may only be substituted for a total of five (5) years. For state employees one (1) year of experience as an Environmental Compliance Specialist 2 may be substituted for the General Experience. Successful completion of an Environmental Trainee program approved by the Department of Administrative Services may be substituted for the General Experience. Preferred Qualifications Experience with the interpretation of environmental statutes, regulations and policies. Experience with statistical analysis of technical data for trending and compliance purposes pertaining to environmental policies and planning directives. Experience in the implementation of environmental and asset management data integration for programmatic planning and business practice efficiency. Experience using oral and written communication and engaging in interpersonal interactions in a professional workplace environment. Research and organizational experience involving environmental, recreational and cultural infrastructure. Experience with Microsoft Office 365, including experience in the development, use and maintenance of Microsoft Access databases. Special Requirements Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license. Working Conditions Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year‑round weather conditions.
