POSITION SUMMARY

The Video Production Editor will plan, produce, edit, and quality-review professional video, audio, animation, and other multimedia assets for training modernization. Working with instructional designers, technical writers, graphic artists, subject matter experts, instructors, accessibility specialists, and project leadership, this role will translate approved scientific and technical content into clear, accurate, engaging media for instructor-led, virtual, hybrid, and digital learning. The Video Production Editor will create accessible, publication-ready multimedia while maintaining editable source files, technical quality, version control, and strict compliance with authorization, security, privacy, and recording requirements.

DUTIES

Develop and edit instructional videos, demonstrations, voiceover, audio, animation, motion graphics, screen recordings, and related multimedia elements for training courses.Collaborate with instructional designers and scientific and regulatory subject matter experts to interpret approved scripts and storyboards and accurately represent procedures, equipment, workflows, safety considerations, and technical concepts.Support preproduction planning by developing shot lists, production schedules, equipment plans, location and participant requirements, release or authorization needs, and contingency plans for Project Manager and client review.Verify required written authorization before any recording or photography begins, follow all authorization conditions, cease recording immediately when directed, and report any suspected unauthorized recording promptly.Capture authorized footage and audio using professional production practices that preserve scientific accuracy, participant safety, clear demonstrations, intelligible sound, appropriate lighting, and efficient use instructor time.Edit raw media into concise learning segments using appropriate pacing, sequencing, transitions, callouts, titles, graphics, narration, and reinforcement while avoiding changes that could alter technical or regulatory meaning.Produce synchronized closed captions and accurate transcripts for all multimedia content and coordinate with Section 508 specialists to address keyboard access, media controls, audio description, color contrast, flashing, and other applicable accessibility requirements.Create or integrate approved graphics, diagrams, photographs, animations, and on-screen text in coordination with the Graphic Artist and course team, following client Visual Identity requirements and approved templates.Prepare media for Microsoft PowerPoint, PDF-linked resources, eLearning, SCORM packages, LMS delivery, virtual instruction, classroom projection, and other client-approved uses while maintaining visual and audio quality at practical file sizes.Perform technical and editorial quality-control reviews for resolution, framing, color, exposure, audio levels, synchronization, caption accuracy, transcript fidelity, spelling, timing, compression, playback, and consistency across source and published formats.Coordinate subject matter expert review and validation of demonstrations and technical content; document decisions, incorporate approved feedback, and verify that comments are fully dispositioned before final release.Maintain organized, editable project files, including footage, audio, project timelines, graphics, captions, transcripts, masters, exports, and documentation, using approved naming, version-control, repository, and access practices.Use only properly licensed, Government-furnished, original, or otherwise authorized media and production elements; document sources and ensure final products are free of copyright restrictions that would limit Government and partner use.Use only client-approved tools, systems, storage locations, and transfer methods for Government-furnished or project-developed media.Support rapid updates and authorized conversion of course media for virtual or hybrid delivery based on client-directed priorities.Manage multimedia work across multiple concurrent course workstreams, maintain realistic production schedules, identify risks early, and deliver approved assets in time for course integration, accessibility testing, and Government review.Provide occasional authorized on-site production support and safely transport and manage necessary videography or audio equipment when required.Perform other duties within the scope of the position and contract requirements.

EDUCATION

Bachelor's degree in video production, film, digital media, multimedia design, communications, instructional technology, education, or a closely related field is required; equivalent directly relevant professional experience may be considered.

REQUIRED QUALIFICATIONS

At least ten years of professional experience producing and editing video, audio, animation, or multimedia content for training, education, technical communication, or comparable professional use.Expert proficiency with Adobe Creative Cloud video and audio applications, such as Premiere Pro, After Effects, Audition, and Media Encoder, or comparable professional production tools.Demonstrated ability to translate scripts and storyboards into clear, visually effective instructional media that supports adult learning and preserves complex technical meaning.Experience with preproduction planning, authorized on-location or studio capture, lighting, sound, camera operation, media management, editing, compression, encoding, and multi-format publishing.Experience creating synchronized captions, transcripts, accessible media controls, and other Section 508-compliant multimedia features.Ability to collaborate with instructional designers, subject matter experts, graphic artists, accessibility specialists, and reviewers throughout the production and approval lifecycle.Strong visual judgment, storytelling, communication, organization, time-management, and quality-control skills, with exceptional attention to technical and editorial detail.Ability to manage multiple production schedules and deadlines independently in a primarily remote federal delivery environment and to support occasional authorized travel or on-site production.Ability to comply strictly with recording, photography, information-security, privacy, records-management, copyright, equipment, and file-transfer requirements.Ability to obtain and maintain the security and system access approvals required for a Tier 2 Sensitive Moderate Risk position, including completion of required security, privacy, records-management, and role-based training.Authorization to work in the United States without current or future employer sponsorship

PREFERRED QUALIFICATIONS

Experience supporting federal agencies, particularly in a public health, regulatory, or similarly complex environment.Experience producing technical demonstrations, scientific procedures, technical training, safety content, equipment instruction, or regulated learning materials.Experience integrating video and multimedia into Articulate Storyline or Rise, Adobe Captivate, Camtasia, or comparable digital-learning tools and SCORM packages.Experience with motion graphics, 2D or 3D animation, screen capture, data visualization, professional voiceover production, photography, or interactive media.Familiarity with LMS media delivery, streaming and compression standards, virtual-training platforms, and browser or device playback testing.Professional certification or advanced training in video production, editing, accessibility, multimedia design, instructional technology, or a related discipline.
