Summary This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), with one vacancy in Silver Spring, MD. Learn more about this agency Duties Help As a Foreign Affairs Specialist, you will perform the following duties:
- Plan, coordinate, and provide input on related work to departmental formulation and direction of the foreign affairs of the United States, bearing on international fisheries relations, including bycatch and conservation of protected living marine resources. Implement seafood trade monitoring programs: Antarctic Marine Living Resources Program, the Highly Migratory Species International Trade Program, the Seafood Import Monitoring Program, the Tuna Tracking and Verification Program, and Certification of Admissibility requirements.
- Negotiate and implement sustainable international management measures for living marine resources through regional fisheries management organizations, regional partnerships and protected species conservation organizations. Respond to stakeholder requests for assistance with program requirements and compliance.
- Exercise responsibility as an independent specialist to analyze information to comply with international fisheries management, protected species conservation and trade measures, including formulating and executing capacity building efforts as directed.
- Perform analysis of information on sustainable fisheries management, illegal, unreported, and unregulated (IUU) fishing, bycatch of protected living marine resources and trade. Implement trade monitoring programs to combat IUU fishing. Facilitate trade and achieve other policy objectives.

- This position requires Low Risk Security Clearance at the ZA-3 level and a Moderate Risk Security Clearance at the ZP-4 level.
- Background investigation will be required. Continued employment is subject to applicant's successful completion of security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

- Assisting with developing research strategies for multilateral or bilateral fisheries management or for protected species conservation and trade policies;
- Assisting with the collection or analysis of information on illegal, unreported, and unregulated fishing and related practices (e.g. bycatch of protected living marine resources, seafood traceability requirements and international trade practices and policies); and
- Participating in the development of materials (e.g. position papers, proposals, agreements, etc.) that interpret technical and scientific information into plain language.
- Developing research strategies for multilateral or bilateral fisheries management or for protected species conservation and trade policies;
- Evaluating information on illegal, unreported, and unregulated fishing and related practices (e.g. bycatch of protected living marine resources, seafood traceability requirements and international trade practices and policies); and
- Participate in the development of materials such as position papers, proposals, agreements, treaties, or other related materials that support fisheries management.
- Copy of your RIF separation notice; notice of proposed removal for failure to relocate; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement;
- Copy of your SF-50 "Notification of Personnel Action" documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
- Copy of your latest performance appraisal including your rating; and
- Any documentation from your agency that shows your current promotion potential.
- Copy of your specific RIF notice; notice of proposed removal for failure to relocate; a Certificate of Expected Separation (CES); or certification that you are in a surplus organization or occupation (this could be a position abolishment letter, a notice eligibility for discontinued service retirement, or similar notice).
- Copy of your SF-50 "Notification of Personnel Action", noting current position, grade level, and duty location;
- Copy of your latest performance appraisal including your rating; and
- Any documentation from your agency that shows your current promotion potential.
- SF-50, "Notification of Personnel Action": You must provide the most current Notification of Personnel Action (SF-50) that verifies career/career-conditional status, title, series, and highest grade level held on a permanent basis for your previous position, AND the SF-50 that verifies your separation date; AND
- Performance Appraisal: Most recent performance appraisal showing the official rating of record, signed by a supervisor, or statement why the performance appraisal is unavailable.
