Responsibilities

• Provide strategic guidance to leaders on U.S. labor relations matters, including union avoidance strategies, collective bargaining considerations, grievance resolution, and workforce planning in both union and non-union environments.
• Partner with operations, project teams, and business leaders to evaluate labor market conditions, workforce availability, and regional union dynamics, supporting project pursuits, business expansion, and workforce planning initiatives.
• Advise and educate leaders on compliance with federal, state, and local employment laws and regulations, including wage and hour requirements, employee classification, leave legislation, scheduling practices, and labor-related workforce obligations.
• Assess workforce risks and opportunities related to labor relations, providing recommendations that support operational objectives while maintaining legal and regulatory compliance.
  Collaborate with internal stakeholders to develop workforce strategies that align labor resources with current and future business needs across diverse geographic markets.
• Monitor evolving labor and employment legislation and provide proactive guidance to leaders on potential impacts to workforce practices, policies, and business operations.
• Guide and coach supervisors through progressive disciplinary process for crafts persons, including the development and delivery of performance improvement plans and/or progressive disciplinary strategies on employee-relations issues up to and including termination.
• As a key liaison with union representation, work with unions and management to resolve grievances, and investigate and evaluate union complaints for viability
• Analyzes, understands, and handle labor agreements.
• Advance issues that meet predefined criteria and uses judgment to assess risk and sensitivity to discern when to bring forward to labor relations management.
• Advise management on matters related to the administration of contracts or employee discipline or grievance procedures.
• Presents the position of the company during arbitration and/or other labor negotiations. Leads the collective bargaining team as the spokesperson for the management side.
• Works with union to develop project labor agreements to establish rates, travel allowances and any other specific terms.
• Lead all aspects of the administration and implementation of the drug and alcohol programs; this includes training, compliance, and substance abuse assistance.

Qualifications

• Bachelor’s degree in a related field or equivalent experience preferred. 
• 10 years of progressive experience in workforce/labor relations
• 5+ years of supervisory experience.
• Ability to effectively lead a team comprising of craft recruiters, workforce specialists, and workforce supervisors.
• Seen as a trusted advisor with outstanding relationship leadership skills with the ability to establish and maintain effective relationships with key partners and handle confidential information.
• Effective verbal and written communication skills with the ability to negotiate and present content and ideas that influence a favorable outcome.
• Demonstrates knowledge and experience with full-cycle recruitment and development of talent acquisition strategies and Labor Market Impact Assessment (LMIA) applications.
• Knowledge of Health, Safety, and Environment (HSE), Workers Compensation, and alcohol and drug testing protocol and laws.
• Extensive experience with collective bargaining, labor negotiations, mediation, formal complex investigations and providing appropriate recommendations.
• Experience building and implementing a labor relations strategy for the organization. Knowledge of the Personal Information Protection and Electronic Documents Act (PIPEDA).
• Experience with succession planning for departments and/or divisions.
• Validated critical-thinking skills.
