Under the direction of the Assistant Director of Intervention and Outpatient Services, lead multidisciplinary teams delivering behavioral health, psychiatric support, substance use treatment, intake, assessment, and care coordination to adults. Responsible for ensuring clinical excellence, regulatory compliance, operational effectiveness, staff development, and program performance while advancing an integrated model of behavioral healthcare. Partner with the Assistant Director and organizational leadership to strengthen service delivery, improve client outcomes, support strategic initiatives, and promote continuous improvement across the Intervention and Outpatient Services. Primary Responsibilities: Leadership & Staff Development: Provide clinical and administrative supervision to assigned staff. Recruit, hire, onboard, coach, mentor, and develop employees. Conduct performance evaluations and address performance concerns. Foster employee engagement, accountability, and professional growth. Build a collaborative, inclusive, and high-performing team culture. Lead regular staff meetings and promote effective communication across programs. Serve as the liaison between Adult Outpatient Services, Psychiatry, Substance Use Services, Intake, Case Management, and other KYC programs to promote integrated client care. Maintain collaborative relationships with hospitals, medical providers, referral partners, universities, community organizations, and other behavioral health providers. Represent Adult Outpatient and Substance Use Services on internal committees, interdisciplinary workgroups, and community meetings. Administrative Responsibilities: Participate in hiring, onboarding, orientation, retention, and succession planning for assigned staff. Monitor staffing needs and recommend staffing, scheduling, workflow, and resource allocation improvements. Support Environment of Care activities and ensure operational readiness of assigned clinic locations. Maintain a modified clinical caseload to model effective clinical practice and support program operations. Manage Grant funding and specialized billing, ensuring accuracy and timeliness of submissions Conduct billable Individualized Assessment and Treatment Plan (IATP) reviews and provide clinical guidance to the team. Oversee and manage the clinical caseload and waitlist, ensuring timely access to services and appropriate case assignment. Determine and facilitate appropriate termination, discharge, transition, or step-down of care based on clinical need, treatment progress, and established discharge criteria. Maintain comprehensive knowledge of the full continuum of billable services and coach team members on appropriate service selection, documentation, and utilization to meet client needs and support clinical outcomes. Perform other duties as assigned Clinical Quality & Compliance: Demonstrate advanced knowledge of outpatient behavioral health assessment, substance use and mental health treatment, integrated care, recovery-oriented practices, and evidence-based interventions. Provide clinical consultation and supervision related to behavioral health, substance use treatment, assessment, treatment planning, and documentation. Demonstrate proficiency in Rule 132/140 and Rule 2060requirements, ASAM criteria, IM+CANS, LOCUS, DLA, C-SSRS and other required clinical tools. Review clinical documentation, assessments, treatment plans, and service delivery to ensure quality, accuracy, and compliance. Maintain a modified clinical caseload to model evidence-based practice and remain connected to clinical operations. Monitor productivity, utilization, clinical quality measures, documentation timeliness, and client outcomes. Program Development & Operational Excellence: Lead the ongoing development and enhancement of Adult Behavioral Health and Adult and Adolescent Substance Use Services. Identify opportunities to improve access, operational efficiency, service quality, and client outcomes. Partner with the Assistant Director on strategic planning, budgeting, workforce planning, and program development. Participate in Continuous Quality Improvement (CQI) initiatives and implement process improvements. Analyze operational and clinical performance data and develop action plans to improve program performance. Drive operational excellence by monitoring performance metrics, identifying opportunities for improvement, and implementing solutions that improve quality, efficiency, employee engagement, and client outcomes. Integrated Care & Community Partnerships Promote collaboration between agency divisions, outpatient therapy, psychiatry, substance use treatment, intake, case management, pharmacy, and other internal programs. Serve as the operational liaison with medical providers, the onsite pharmacy, and community partners to ensure continuity of care. Support an integrated behavioral health and substance use treatment model. Develop and maintain collaborative relationships with referral sources, hospitals, universities, community organizations, and other healthcare providers. Represent Kenneth Young Center through community partnerships, outreach, and professional collaborations. Demonstrate professionalism, integrity, accountability, and sound judgment in all interactions. Promote a positive image of the organization through respectful, effective communication and collaboration. Produce high-quality work in a fast‑paced environment while demonstrating flexibility, initiative, and adaptability. Foster a culture of teamwork, inclusion, continuous learning, and person‑centered care. Effectively supervise, coach, mentor, and develop clinical and administrative staff. Conduct performance evaluations, provide ongoing feedback, and support employee growth and engagement. Delegate responsibilities appropriately, monitor performance, and ensure accountability. Lead teams through organizational and operational changes while maintaining employee engagement and service continuity. Build collaborative relationships across departments and with community partners. Monitor outpatient behavioral health and recovery program operations, productivity, staffing, quality indicators, financial stewardship, and compliance with agency policies, payer requirements, grant expectations, and regulatory standards. Analyze operational data, identify trends, recommend improvements, and implement corrective actions when needed. Demonstrate fiscal responsibility by utilizing organizational resources effectively and providing input into budget planning. Maintain proficiency with electronic health records, reporting systems, Microsoft Office applications, and other technology required to perform the position. Demonstrate advanced knowledge of adult behavioral health assessment, diagnosis, treatment planning, recovery‑oriented care, and evidence‑based clinical practices. Provide clinical consultation, coaching, and supervision to staff regarding behavioral health, substance use treatment, documentation, treatment planning, and complex clinical cases. Demonstrate proficiency in applicable clinical assessment tools and documentation standards, including Rule 132/140 requirements, Rule 2060, ASAM Criteria, 4th edition, LOCUS, DLA, C-SSRS, and other required clinical instruments. Ensure clinical services are delivered in accordance with evidence-based practices, ethical standards, and organizational expectations. Promote integrated care by collaborating with psychiatry, primary care, substance use providers, case management, and other multidisciplinary team members. Monitor clinical outcomes and documentation quality, providing coaching and corrective action to support continuous improvement. Maintain clinical competency through ongoing professional development and remain current on emerging behavioral health and substance use treatment practices. Regulatory & Community Competencies: Demonstrate working knowledge of Illinois Rule 132/140, Rule 2060, (including recent updates), Medicaid regulations, accreditation standards, grant requirements, payer expectations, and applicable federal and state laws governing behavioral healthcare. Ensure timely, accurate, and compliant documentation, reporting, utilization management, quality assurance activities, and authorization processes. Monitor compliance with organizational policies, regulatory requirements, contractual obligations, and clinical documentation standards. Develop and maintain collaborative relationships with hospitals, healthcare systems, community behavioral health providers, universities, referral partners, and other external stakeholders to strengthen care coordination and access to services. Promote effective collaboration across outpatient behavioral health, psychiatry, substance use treatment, intake, and care coordination teams to support seamless client transitions and integrated service delivery. Support a culture of regulatory readiness by identifying compliance risks, implementing corrective actions, and preparing the program for internal and external audits or reviews. Requirements: Education & Licensure: Master's degree in Social Work, Counseling, Psychology, or another behavioral health-related discipline. CADC preferred; may be required based on program assignment. Advanced training in trauma-specific interventions, preferred Experience: Minimum of five (5) years of progressively responsible behavioral health clinical experience. Minimum of two (2) years of leadership or supervisory experience. Experience leading multidisciplinary outpatient behavioral health and/or substance use treatment programs preferred. Demonstrated knowledge of Rule 132/140, Rule 2060, ASAM criteria, 4th edition, payer requirements, documentation standards, and quality improvement practices. Demonstrated ability to lead teams, manage change, improve operations, and achieve program outcomes. Knowledge, Skills & Abilities: Strong leadership, coaching, and performance management skills. Excellent verbal and written communication skills. Ability to analyze operational and clinical performance data and implement improvements. Strong organizational, problem‑solving, and decision‑making skills. Ability to build collaborative relationships with internal and external stakeholders. Proficiency with EHR systems, Microsoft Office Suite, Microsoft Teams, and reporting systems. Other Requirements: Valid Illinois driver's license, proof of automobile insurance, and reliable transportation required. Work Schedule: Generally scheduled Monday through Friday during regular business hours. Flexible schedule, including evenings as necessary to meet client and program needs. Occasional weekend or after‑hours work to support operational needs. Accurately record time worked in the organization's electronic timekeeping system in accordance with agency policy. Work is performed in office, clinic, and community settings. Regular interaction with individuals experiencing behavioral health crises. Frequent collaboration with multidisciplinary teams, healthcare providers, hospitals, referral partners, and community organizations. May provide services or support in community‑based settings as program needs require. Travel Requirements: Frequent local travel throughout the organization's service area is required. Must be able to travel between agency locations, community sites, hospitals, and partner agencies as needed. Frequently sit, stand, walk, reach, bend, and use hands and fingers to operate computers, office equipment, and mobile technology. May occasionally lift or move items weighing up to 25 pounds. Must be able to move throughout office, clinic, and community settings to support client care, staff supervision, and program operations.
