Job Description and Duties
This position is entirely field based with travel required to facilities 80%-100% of the time.
Geographical counties to be covered: Ventura County and Los Angeles CountyUnder general direction of the Regional Compliance Officer, Health Facilities Construction (HFC), the Compliance Officer, HFC, performs the construction compliance phase of projects and will observe the construction of healthcare facilities as required to ensure work is performed in substantial conformance with the plans and specifications approved by Department of Health Care Access and Information (HCAI) and in compliance with Title 24, California Code of Regulations (CCR) (including all referenced codes and standards there within), the Office’s Policy Intent Notices, Code Application Notices and other applicable codes, guidelines and policies, and other reference materials.
Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for Personal Leave Program 2025 (PLP 2025) hours each month. HCAI’s Los Angeles Office is in a state-of-the-art facility within the Wells Fargo Center in the Bunker Hill area of downtown Los Angeles. There is direct access to all major freeways, public transportation and shuttle service to nearby parking destinations. The building offers several amenities such as valet parking, electric vehicle charging stations, banking center, newsstand, car wash, shoeshine, dry cleaners and concierge services. The building is adjacent to restaurants, hotels, shopping, entertainment and cultural venues.
HCAI supports a hybrid telework schedule for many positions, consistent with operational requirements. Telework schedules are only available for CA residents. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.

Special Requirements
This position is subject to the Form 700 Statement of Economic Interests filing requirements, which requires disclosure of certain personal economic interests as determined by the Conflict of Interest Code of the Department of Health Care Access and Information. Pursuant to Government Code section 81008, Form 700 Statement of Economic Interests is public record and will be made available for public inspection.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Knowledge and experience with California Building Standards Codes, Title 24 Building Codes and Regulations for health facilities, hospitals.
• Experience with State business practices, codes, regulations, policies, interpretations.
• Two years of experience conducting construction observation of healthcare facilities.
• Ability to handle code enforcement issues with health care industry professionals.
• Ability to direct, review and evaluate the work of others.
• Experience with materials and methods of construction.
• Working knowledge of computers and applicable software programs.
• Excellent interpersonal skills and the ability to handle stressful or sensitive issues with tact and diplomacy.
• Good writing and oral communication skills.
• Clean driving record. Must submit an official driving history from the California Department of Motor Vehicles prior to appointment.
• Being able to travel to and conduct in-person site visits to healthcare facilities (up to five days a week) in the following (North LA Region) counties: Ventura County and Los Angeles County.

HCAI accepts foreign transcript evaluations that are completed by one of the agencies approved by the California Commission on Teacher Credentialing.
