Emergency Management Coordinator

Position Summary

Target Hiring Range: $83,304.00 - $92,564.93

Coordinate and manage the emergency preparedness program for the City of Farmers Branch; maintain the Emergency Operations Plan (EOP) to meet and conform to ever-changing federal, state, and local laws; serve as the coordinator for the Regional Disaster Resource Assistance Plan; coordinate other assigned activities with City departments and personnel, outside agencies, and the general public.

Essential Job Functions

• Participate in the development and implementation of emergency management goals, objectives, and priorities.
• Provides direction and support to departments, City Management, and stakeholders on best practices, principles, and concepts related to disaster preparedness, mitigation, response, and recovery.
• Coordinate local emergency planning, special event preparedness, and response, as well as coordinate emergency management programs and provide information and training to the general public, city officials, city staff, schools, medical facilities, civic groups, and other outside agencies.
• Update and maintain the Emergency Operations Plans (EOP) and Annexes for the City of Farmers Branch; review policies and programs to ensure conformance with the federal, state, and local laws.
• Ability to communicate and make presentations to all levels of City Management, stakeholders, residents, and community leaders.
• Oversee the Emergency Operations Center (EOC) and serve as a support system for all involved.
• Design, coordinate, and assist in directing annual emergency drills for the City;
• Seeks to continuously improve knowledge on Emergency Management issues involving policies, laws, and current practices through training, meetings, and conferences; participates in professional associations.
• Act as the grant administrator for Emergency Management items.
• Manage grant-related communications and deliverables, with support from the Grants Coordinator.
• Serve as Department liaison with private and volunteer agencies (LEPC, Red Cross, Salvation Army, RACES, etc.)
• Operates and maintains emergency warning and notification systems.
• Monitor weather and impending threats that could potentially impact the City.
• Monitor regional emergency management communications (Dallas County, TDEM, NCTCOG, neighboring cities, etc.)

Education and Experience

• Bachelor's degree in emergency management, public administration, emergency planning, management, criminal justice, or a related field. Master's degree preferred.
• In possession of FEMA ICS courses 100, 200, 700 and 800. Preferably 300 and 400; or the ability to obtain them within 12 months of the hire date.
• Must be able to complete the FEMA EMI Professional Development Series within six months of the hire date.
• Master Exercise Practitioner and/or Level II Master Continuity Practitioner preferred.
• Be able to respond to the EOC within 30 minutes when on-call.
• Three years of professional-level emergency management or related experience in municipal, state government, or federal government.
• The ability to obtain a Certified Emergency Manager (CEM) certification from the International Association of Emergency Managers (IAEM) or be certified as a Texas Emergency Manager through the Emergency Management Association of Texas within 12 months of the hire date is preferred.
• Must be able to obtain an FCC Amateur Radio Operator License within 12 months of the hire date.

Employment is conditional upon successful completion of a criminal background check, drug and alcohol test, and a motor vehicle review.

Knowledge, Skills and Abilities

• Knowledge of Incident Command Systems (ICS), National Response Plan (NRP), Emergency Operations Center (EOC), and the National Incident Management System (NIMS).
• Must have proficiency in various software packages, including Microsoft Word, Excel, and PowerPoint.
• Ability to work any day of the week (weekends, weekdays, overnights, and holidays) and long hours, dependent on the needs of the City.
• Knowledge of Geographical Information Systems (GIS), weather monitoring, and the Everbridge Notification System.
• Skill in coordinating and negotiating with various disciplines within the city, county, state, federal, and private industries.
• Ability to prepare highly detailed, clear, and concise reports.
• Ability to interpret, relay, and apply federal, state, and local policies, procedures, laws, and regulations

Special Requirements:

This position is classified as a safety-sensitive position and is subject to random drug and alcohol testing during the course of employment.

Licenses and Certificates:

• Possession of a valid Class C Texas driver's license.

Work Environment:

• Operating assigned equipment
• Sitting, standing, and walking for extended periods of time bending, squatting, kneeling, balancing, and working in temperature extremes and hazardous weather conditions
• Occasionally lifting and carrying of objects
