Deputy Director, Test Resource Management Center

Summary The incumbent is the senior advisor to the Director, Test Resource Management Center (TRMC) actively participating in all areas of TRMC management and operations. The incumbent provides support to the Director who is the principal advisor to the Secretary and Deputy Secretary of War and the Under Secretary of War for Research and Engineering on strategic planning for, and the current assessment of the Major Range and Test Facility Base infrastructure. Responsibilities Major duties and responsibilities include, but are not limited to: Senior advisor to the Director, actively participating in all areas of Test Resource Management Center (TRMC) management and operations. The incumbent provides support to the Director who is the principal advisor to the Secretary and Deputy Secretary of War and the Under Secretary of War for Research and Engineering (USW(R&E)) on strategic planning for, and the current assessment of the Major Range and Test Facility Base (MRTFB) infrastructure. Serves as the Director's focal point to ensure that the strategic plan includes an assessment of the test and evaluation (T&E) requirements of the Department for the period covered by the plan. The plan identifies performance measures associated with the successful achievement of T&E objectives for the period covered as well as an assessment of the MRTFB to meet these requirements and satisfy the performance measures. Oversees the administration of the Central Test and Evaluation Investment Program (CTEIP) which is used to fund the development of critically needed high priority T&E capabilities for joint/multi-Service requirements. Oversees the administration of the Test and Evaluation/Science and Technology program. The T&E/S&T program seeks out and develops test technologies to keep pace with evolving weapons technologies. This program is critical to ensure that the Department of War (DoW) can adequately test the advanced systems that will be fielded in the future. The incumbent oversees all T&E facility and resource matters that impact operational T&E, joint T&E, live fire T&E, and independent T&E activities with the office of the Director of Operational Test and Evaluation, and the office of Developmental Test, Evaluation and Assessment. Requirements Conditions of Employment You must be a U.S. citizen to qualify for this position. All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES. You must submit to a drug test and receive a negative drug test before you can be appointed into this position. Designated and/or Random Drug Testing required. In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI). This position requires Test & Evaluation practitioner acquisition certification. The incumbent has 60 months to achieve this certification. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ 1: Demonstrated knowledge of existing T&E capabilities and infrastructure that support weapons acquisition programs, including the Major Range and Test Facility Base. TQ 2: Demonstrated knowledge of strategic planning and budgeting as it relates to T&E infrastructure and the Planning, Program, Budgeting, and Execution program, including knowledge of the federal budget process as it relates to T&E laws, regulations, and directives. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. Sub-Competencies: Fiscal Responsibility: Strategically manages, allocates and monitors financial resources. Aligns priorities and initiatives to justify budget proposals. Monitors expenditures, cuts unnecessary costs, and uses cost-benefit analysis to set priorities. See "Required Documents" section for additional information. Education THIS POSITION HAS AN EDUCATION REQUIREMENT. ALL APPLICABLE TRANSCRIPTS MUST BE PROVIDED WITH YOUR APPLICATION. A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoW or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. This information should be embedded within the resume. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement. Tiering: The Office of the Secretary of War structures its SES positions into tiers to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department.
