DescriptionAbout the Office of the Inspector General (OIG or Office) The Massachusetts OIG is at the forefront of promoting effective government and the responsible use of public money and property. The OIG is an independent state agency charged with preventing and detecting fraud, waste, and abuse in the use of public funds and public property. The OIG has broad oversight of how state and local governments use federal, state and local funds and property. The Office is led by the Inspector General of the Commonwealth, who is appointed by the Governor, Attorney General and Auditor. M.G.L. c. 12A, § 2. The OIG is organized into three bureaus: Specialty & General Government, Legal & Compliance, and Operations, Training & Publications. The bureaus focus on specific agencies, issues, or functions. Operations, Trainings and Publications Bureau The Operations, Training and Publications Bureau is managed by the Chief Operating Officer and plays a crucial role within the OIG. It is responsible for a variety of functions, including budgeting, revenue, auditing, financial reporting, office administration, procurement, operations, information technology, communications, publications, human resources, data analytics, and records management. It also includes the Learning and Development Division, which provides training and technical assistance to state and municipal employees on a range of issues related to sound management of public resources. Deputy Chief Fiscal Officer for Procurement and Contracts: Position Overview The Deputy Chief Fiscal Officer for Procurement and Contracts (DCFO) will report to the Chief Fiscal Officer (CFO) within the Operations Bureau. The DCFO will support the CFO in managing all aspects of the OIG’s financial operations, with a primary focus in the areas of Procurement and Contract management; budget development and tracking; as well as continuous evaluation of internal policies and procedures in these areas to ensure compliance with applicable rules and efficacy of operations consistent with the modernization goals of the OIG. This position requires strong organizational skills and the ability to multitask and track an array of assignments in a fast-paced environment. The DCFO must be able to effectively coordinate and communicate, orally and in writing, with a wide range of stakeholders within and outside the OIG. Responsibilities include but are not limited to: Procurement and Contracting Oversee all OIG procurement activity and manage through the life cycle. Evaluate all new purchase requests by gathering pertinent information about the business need from requester; reviewing budget projections; researching procurement options and make recommendations to the CFO and Executive team. Coordinate Procurement Management Team. Manage procurement calendar to ensure that business needs and strategic goals of the office are met, as well as the timing of the procurement is consistent with rules and regulations. Coordinate development of RFRs, RFIs, RFQs interfacing with operational and programmatic subject matter experts as needed. Maintain fluency in the CommBuys system and all related policies and procedures. Manage postings of all contract materials to the CommBuys system. Prepare award recommendation memos to the Executive Team. Manage and update Procurement and Contract tracking tools. Mange execution of final contract documents through DocuSign. Maintain procurement files. Ensure encumbrance transactions are correctly in place, coordinating with CTR as needed. Contract Management Work with OIG counsel to prepare and negotiate contracts. Maintain contract files. Track contract end dates and ensure proper contract amendments or new procurements are in place in accordance with State Finance Law. Oversee day-to-day finance operations related to contract, including invoicing, payment processing and audit readiness. Serve as liaison between the Fiscal Division and the business owner on all aspects of contract management, including development of contract management plans when necessary. Ensure compliance with invoice payment procedures. Budget Management Assist in developing financial plans and forecasts that incorporate procurement costs and contract obligations. Conduct financial reviews of procurement and contract awards to ensure accuracy, compliance and adherence to budgetary controls. With CFO and Fiscal team, review requests to commit funds to ensure that funds are properly utilized and that sufficient funds are available to process encumbrance transactions in the state central accounting system (Mosaic). Coordinate with CFO when issues arise. Oversee commitment/encumbrance approval process through completion for procurements in MOSAIC. Resolve errors when needed. Internal Policy Development and Risk Management Maintain fluency with all internal fiscal policies and procedures, including procurement and contracting. Ensure all internal policies and procedures are followed. Interpret and implement promulgated regulations and directives issued by oversight agencies including OSD and OSC. Monitor statewide contracting rules and use of systems such as MOSAIC, CommBuys and OIG contract management database. Analyze the efficacy of current business practice and recommend workflow and system improvements where appropriate. Identify and mitigate procurement related financial risk such as fraud or overpayment. General Operational Support Liaison between OIG and external oversight agencies such as Administration and Finance, Comptroller, Operational Services Division. Liaison between internal IGO Fiscal Division and other OIG Bureaus and Divisions. Secondary approver of procurements and payments in Mosaic. Provide back up support to the Fiscal Division as needed. Perform other duties as assigned. QualificationsKey abilities, skills and experience: At least 5 five years of relevant professional, administrative and supervisory or management experience. Proficiency with Microsoft Excel, Word, Outlook and other applications. Expertise in establishing standards for managing contracts, performance, and quality improvement. Demonstrated ability to understand, apply and explain pertinent laws, rules, regulations, policies, and procedures. Preferred abilities, skills and experience include: Familiarity with MMARS/Mosaic and Commbuys.Knowledge of Operational Services Division procurement rules and regulations and procurement system as it relates to independent agencies. In-depth knowledge of agency procurement and contracting policies, procedures, and standards. Salary Range: $115,000-$135,000 Other Position Information: Hybrid Work Schedule: The Office of the Inspector General offers a hybrid work schedule. Under this policy, employees may request one of the following weekly hybrid schedules: 1) four days telework and one day onsite; 2) three days telework and two days onsite; 3) two days telework and three days onsite; or 4) one day telework and four days onsite. The onsite location is at OIG’s Boston office and employees may work remotely the remainder of the time at a location approved by their supervisor, so long as they comply with the requirements of the Hybrid Work policy. Employees will be assigned to their onsite workspace based on their approved schedule. The approved telework location must be located within Massachusetts or within an approximately two-hour driving or train commute distance. OIG does not reimburse for employees to travel to the office. In addition, the successful candidate may be required to work primarily on site in Boston during the initial training and orientation period and/or for certain positions a primarily on-site role may be necessary.
