The State of New Hampshire, Public Utilities Commission has a part-time vacancy for 13-1040 Compliance Officers-7.

Summary:

To perform senior level analyses and provide recommendations regarding market conditions, rate structures and policies concerning the regulation of public utilities.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.


MINIMUM QUALIFICATIONS:

Education/Experience : Bachelor's degree and 6 years of experience OR equivalent combination of 10 years of education and experience after completion of high school. Education and experience must be in business, mathematics, finance, economics, engineering, analysis, regulation or management of public or private corporations or the operational phases of public utilities.

License/Certification: None

Trainee Option: Candidates with an equivalent combination of 9+ years of relevant education and experience after completion of high school may be considered and hired in 'trainee status' for this position.

PREFERRED QUALIFICATIONS: Possession of a professional designation, such as CPA or P.E.

Responsibilities:

DETAILED TASKS (AGENCY/POSITION-SPECIFIC):

Performs comprehensive, complicated and detailed research and analysis of testimony and exhibits submitted by parties to PUC proceedings using information from audits, information requests, testimony in other cases, prior Commission orders, statutes, publications, and other sources; and conducts studies and makes recommendations on rate, economic and policy matters.

Detects errors in the preparation of reports, studies and testimony used to formulate recommendations to the commission on public utility policy, including issues such as rates, resource and strategic planning, energy efficiency and revenue requirements.

Prepares and presents reports, memoranda, testimony, and exhibits on issues such as current and forecasted economic and financial conditions, revenue requirements, utility rates, cost of capital, rate design and energy efficiency; and defends testimony and exhibits under oath during cross-examination.

Prepares questions of witnesses; advises PUC counsel and commissioners at proceedings before the Commission; prepares drafts of commission orders on substantive and administrative matters; and reviews orders for accuracy and consistency.


Supervises clerical staff in the preparation of reports and orders; assists in training less experienced personnel on established procedures for analyzing policy issues and interpreting technical economic matters.


Organizes and conducts research. Develops and reviews financial, economic and other policy recommendations or forecasts affecting regulated utilities.


Maintains continuous and important contact with colleagues and stakeholders in the exchange, development and analysis of information on which utility policy, strategic planning and rates are based.

Tracks current public utility developments and trends. Monitors developments at and testifies before the legislature on utility matters, makes presentations to regional and national association meetings and conferences, and serves on regional staff sub-committees.
