Cumberland County Tax Administration DepartmentJoin the Cumberland County Tax Administration Department and play an important role in supporting the accuracy and integrity of local tax records. This position performs specialized technical and clerical work within the Assessment Audit Division, with a strong focus on data entry, record maintenance, and public service.Working under general supervision, the employee applies established tax laws, policies, and procedures to maintain accurate records and provide clear, courteous assistance to the public. The position collaborates with departmental staff to research discrepancies, resolve record-related concerns, and ensure information is processed accurately and consistently. This is an excellent opportunity for a detail-oriented professional who values accuracy, teamwork, and responsive customer service.Examples Of DutiesConducts research to identify, list, value, and assess taxable personal property, including motor vehicles, boats, trailers, aircraft, mobile homes, and business personal propertyProcesses personal property tax listings and reviews supporting documentation to ensure accurate valuation and taxationPerforms extensive data entry from multiple source documents and maintains accurate records and databases to preserve data integrityEnters monthly registered motor vehicle information into the North Carolina Vehicle Tax System (NCVTS), as assignedDetermines the appropriate tax status and value of registered motor vehicles and resolves discrepancies in accordance with North Carolina General Statutes and established proceduresAssists taxpayers with questions regarding property assessments, applicable tax laws, reporting requirements, and departmental guidelinesAnalyzes and compares annual tax listings, assigns applicable trending schedules, and reviews submitted depreciation schedules for accuracyUpdates prior-year records using current tax listings and makes necessary corrections to maintain complete and accurate filesConducts desk compliance reviews to verify that personal property listings are complete and comply with applicable state and local requirementsPrepares and maintains personal property records, reports, and files and processes applicable exemption applications and requestsResearches and identifies unlisted taxable personal property and communicates with property owners regarding reporting requirements and corrective actionsProcesses discovery tax bills, calculates applicable penalties, and conducts field reviews as needed to verify taxable property and promote compliancePrepares and processes releases, refunds, amended notices, prorated taxes, and tax-district corrections for individual and business personal property accountsProcesses valuation appeals and prepares necessary adjustments and refunds to correct assessment errorsReviews tax adjustment certificates and system-generated reports and updates databases and electronic files with approved correctionsMinimum QualificationsHigh School graduation or GED and one (1) year experience and/or training involving administrative work with public contact and use of computer-driven word processing programs.Knowledge, Skills And AbilitiesKnowledge of the procedures, laws, forms, and records used in property listing, assessment, billing, and collection functionsKnowledge of the complete property tax process and its impact on taxpayers and the publicKnowledge of automated systems and software applications used in tax administrationSkills in accurately entering, retrieving, reviewing, and updating information in computerized systemsSkills in performing arithmetic calculations and verifying financial or assessment-related informationSkills in communicating clearly, accurately, and professionally, both verbally and in writingAbility to interpret and explain tax laws, policies, procedures, and assessment information to the publicAbility to provide courteous, tactful, and professional customer service when addressing taxpayer questions or concernsAbility to research information, identify discrepancies, and make appropriate corrections in accordance with established proceduresAbility to organize work, manage multiple priorities, and complete assignments accurately within established deadlinesAbility to prepare and maintain complete, accurate, and confidential records and reportsAbility to establish and maintain effective working relationships with supervisors, coworkers, taxpayers, and the publicConditions of Employment:Employees are required to complete the North Carolina Property Tax Listing and Assessing Course within 24 months of hiring date.Successful candidates who receive a conditional offer of employment with Cumberland County must pass pre-employment screenings, including criminal history checks and drug screenings, as required by Cumberland County Policies and Procedures, prior to beginning work or receiving a final offer of employment.
