Assistant Director of Finance

CITY OF BROOKHAVEN GA

JOB SUMMARYThe purpose of this job is to assist the Chief Financial Officer in managing, directing, and supervising the activities of the Finance Department and performing highly complex professional level accounting analysis. The incumbent will share the responsibility for completing the Comprehensive Annual Financial Report (CAFR) and coordinate with various City departments to ensure compliance with the Governmental Accounting Standards Board (GASB) statements. Duties include but are not limited to: gathering data to accurately complete the CAFR, providing information and support to departmental staff to comply with regulatory requirements; overseeing and training professional staff and reviewing results for accuracy, timeliness and compliance with all regulatory requirements and planning, scheduling and coordinating work to complete assigned projects.ESSENTIAL JOB FUNCTIONS:Assists the Finance Director in administering the City’s financial affairs, serving as the principal source of knowledge on the proper application of Generally Accepted Accounting Principles and implementing new accounting pronouncements and standards. ordinances.Manage accounting activities and supervise all accounting staff, ensuring all accounting activities are in accordance with established statutes, laws, and ordinances.Prepares budget amendments for review by the Finance Director.The Assistant Finance Director will be assigned to complete the Annual Comprehensive Financial Report (ACFR) and coordinate with various City departments to ensure compliance with the Governmental Accounting Standards Board (GASB) statements.Analyzes federal and state grant revenues and expenditures for compliance with grantee financial regulations, analyze the Request for Proposal for audit services contract, and work closely with the Information Technology Department (ITD) to troubleshoot and maintain the financial module.The Assistant Finance Director is responsible for supervising the various Accounting department functional areas which include Accounting, Grants, Payroll, Purchasing Accounts Payable, Property Accounting, Property Damage, Revenue and Receivables, Cash and Financial Reporting.Develops and implements training for City department personnel regarding compliance with GASB requirements.Reviews expenses versus budget, review the preliminary budget with department heads, and assist in managing budgetary thresholds.Assists the Finance Director and City Manager with annual budget preparation, and work with all departments in the preparation of reports and schedules.Prepares account analysis as required to evaluate departmental performance and efficiency.Colloaborates with department heads to create estimates for capital improvement projects.Presents capital improvement projects to the Finance Director.Prepares and review journal entries, direct pays, and wire transfers.Implement auditor recommendations, ensuring that the City makes necessary changes to policy, procedure, or practice.Assists the Finance Director with securing financing when necessary.Produces monthly cash flow reports to the Finance Director.Responsible for developing financial forecasting models and project revenue requirements.Works directly with the Finance Director and City Clerk with contract administration and responsible for adherence to all contracts and agreements.Responds to all governmental agencies and authorities, and request for information to include annual surveys.Performs other related duties as assigned.MINIMUM REQUIREMENTS TO PERFORM WORK:Bachelor's degree in Finance, Accounting or related field from an accredited college or university;Must have a minimum of Five (5) years professional experience in accounting and fiscal management; preferably from a governmental institution or equivalent education, and/or experience.Certified Public Accountant (CPA) preferred but not required.KNOWLEDEGE, SKILLS AND ABILITITES:Knowledge of accounting and budgeting practices, knowledge of applicable laws and regulations.Knowledge of the rules and regulations regarding Federal, State, local and private grants.Knowledge of the general trends and current developments in public sector (governmental) accounting.Ability to conduct sound audits of financial records and conduct detailed accounting studies and prepare reports.Ability to accurately forecast future financial conditions of the City government.Data Utilization: Requires the ability to calculate and/or tabulate data. Utilizes word processing, spreadsheet, database, email, Internet, or other programs; includes performing subsequent actions in relation to these computational operations such as to prepare concise comprehensive reports, including necessary supporting documentation concerning accounting/financial activities.Human Interactions: Requires the ability to plan, establish, assign, and coordinate priorities and/or interpretation to others regarding the application of procedures and standards to specific situations. Ability to develop and maintain effective working relationships with officials, employees, state and federal authorities, civic leaders and the public.Device, Tools, and Equipment Utilization: Operates a personal computer, cell phone, general office equipment, or other equipment as necessary to complete essential functions.Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information.Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division.Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, and to work effectively with the Mayor, City Council, City Manager; and professional staff members in City government.PHYSICAL DEMANDS:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
