Overview This is a term limited EPS I position funded through December 2028. This posting is only open to residents of the State of Colorado at the time of submitting your application. About Colorado Energy & Carbon Management Commission (ECMC): The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorado's natural resources, including oil and gas, geothermal energy, and carbon capture and storage. Its mission is to do so in a way that protects the environment, public health, safety, and welfare. The Orphaned Well Program (OWP) identifies, prioritizes, and addresses orphaned oil and gas wells, locations, and production facilities where there are no known responsible parties or where financial assurance instruments have been claimed. Activities include plugging and abandoning wells, removing waste and equipment, investigating and remediating soil and groundwater impacts, installing safety equipment, and reclaiming well pads and access roads. The program provides timely tracking data to Local, State, and Federal agencies to demonstrate compliance with funding requirements. Job Description This is a new position required to meet the mandates of new Federal Grants (IIJA Formula Grant Phase 2 and DOI IIJA Performance Matching Grant) which include scoring new sites, inspecting locations, and monitoring vegetation on Orphan Well locations. This position will perform duties in Western Colorado (Counties: Alamosa, Archuleta, Chaffee, Conejos, Delta, Dolores, Eagle, Garfield, Grand, Gunnison, Hinsdale, Jackson, La Plata, Lake, Mesa, Moffat, Montezuma, Montrose, Pitkin, Ouray, Rio Blanco, Rio Grand, Routt, Saguache, San Juan, San Miguel, Summit). Job Duties Perform site inspections throughout the assigned regions and make real-time decisions based on data gathered from site visits, location files, and local knowledge to determine safety concerns or environmental impacts and actions to be taken (e.g., advising changes to site contours to mitigate stormwater runoff). Monitor and document vegetation for pre-work and post-work phases of Orphan Well Program projects. Conduct environmental assessments of flora and fauna, soil and hydrological conditions, and identify plant communities on sites (native Colorado vegetation, undesirable, and noxious species). Assign a numerical value or response for stormwater, weeds, wildlife/livestock/vegetation impact, future land use, and disturbance areas to factor into the site prioritization score. Communicate site conditions to Project Managers to relay information through all phases of reclamation as requested by Project Managers, Team Lead, Supervisor, or Program Manager. Minimum Qualifications This is a term limited EPS I position funded through December 2028. This posting is only open to residents of the State of Colorado at the time of submitting your application. Experience Only: Four (4) years of relevant experience in an occupation related to the work assigned to this position. OR Education And Experience: A combination of related education and/or relevant experience equal to four (4) years. (Relevant degrees include Restoration Ecology, Crop Science, and/or Natural Resources. Relevant experience includes oil and gas consulting, vegetation monitoring, and/or environmental sampling.) Note: The required experience must be substantiated within the work experience section of your application. Preferred Qualifications Current or former State experience relevant to this position. Excellent written and verbal communication skills. Knowledge and/or experience in the oil and gas industry. Experience with environmental sampling (air/methane, soil, water). Proficient in Microsoft Office and Google Suite, especially Excel and Sheets. Education and/or experience with plants and plant identification. Experience reading and interpreting rules, guidelines, legal documents, statutes and policies. Experience working and traveling remotely. Experience converting technical content into plain language for diverse stakeholders. Customer service, public service experience, and experience dealing with the public and complaint intake/response. Work Arrangement Hybrid: This position is hybrid, with work from a home office and field work in the assigned area, with occasional in-person meetings as directed by the supervisor. Conditions of Employment Must have and maintain residency in the State of Colorado at time of application. You must be legally eligible to work in the United States. To be compliant with the New Fleet Vehicle Policy, Motor Vehicle Records (MVRs) will be pulled for workers who have an assigned State fleet vehicle, are required to operate a vehicle as part of the position, or utilize a State fleet vehicle as a pool vehicle.
