Summary This position is located in the Finance & Accounting service and is assigned to the Accounting Section staff at the VA Maryland Health Care System. The incumbent works under the direct supervision of the Supervisory Accountant and serves as the primary teller and is liable for the proper disbursement of public funds and the deposit of collections at the medical center and assists with technician level work in the accounting and travel department. Responsibilities Major Duties: The Agent Cashier is responsible for the operation and direction of a full range of complex teller and accounting technician level duties. These duties include but are not limited to receiving and processing all negotiable and non-negotiable instruments; processing all cash disbursements; accurately completing and processing documents and reports of various complexity as required by federal regulations and VA Financial Policies. Documents and reports include areas such as: Accurately completing and recording Field Service Receipts. Accurately preparing Cash replenishments. Auditing and preparing Beneficiary Travel for payment. Accurately completing and processing Personal Funds of Patients received. Processing General Post Fund donations. Accurately recording and processing both routine and complex deposits. Accurately completing daily, weekly, and monthly reports. Assists with processing travel documents in the travel program (CGE) Provides exceptional customer service in a fast paced, detailed and methodical work environment while working with frustrated customers. Conducts extensive and exhaustive research to investigate and resolve various types of payments and debts. The Agent Cashier is responsible for the collection of all Accounts Receivable payments received as well as accurately identifying and applying those payments to open Bills of Collection for indebtedness. The incumbent analyzes each item transacted for accuracy and for the proper determination of appropriation(s) to credit monies received. Directly responsible to the U.S. Department of Treasury for his/her cash advanced and maintains an accurate and detailed account of those funds on a daily basis while ensuring security and accountability of the full range of policies and procedures are followed. Responsible for receiving, analyzing, and implementing any and all changes in procedures. Responsible for training all Alternate Cashiers and ensuring they maintain current knowledge of all policies, procedures, directives and any changes thereof. Responsible for maintaining sufficient funds on hand to ensure continued and safe operations and must identify, report, and take immediate action to reduce or eliminate probable or potential deficiencies. Potential deficiencies may require the Agent Cashier to review various transactions and take any necessary corrective action. Provides coverage of other Agent Cashiers and Accounting Technicians as needed. Performs other related duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Settles and replenish the stock of currency with Department of Treasury and with agency administrative offices for other accounts. Receive and disburse cash maintaining strict accounting documentation. Provides high quality interpersonal communications skills to be responsive to the needs of veterans, visitors, employees and any other customers they service. Provides excellent customer service to our veterans, employees, vendors and any other person who needs assistance. Physical Requirements: The position is primarily sedentary and requires lifting typical office items weighing less than 50 pounds. The work requires some physical effort such as standing, walking, bending, or sitting. There are no special physical demands. Work Environment: The work is performed in an office setting. The Agent Cashier is located in an office separate from the Finance department.
