The Idaho Department of Juvenile Corrections (IDJC) is currently seeking a full-time Rehabilitation Unit Manager to fill an opening at our JCC-Lewiston Facility. The Rehabilitation Manager manages unit operations and professional and paraprofessional staff in delivery of rehabilitation services and care of juvenile offenders adjudicated to state juvenile corrections facilities.
This positions incumbent must meet federal Prison Rape Elimination Act (PREA) Juvenile Facility Standards and must never have been the subject of the following: Been the perpetrator of sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility, or other institution; Been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse; Been civilly or administratively adjudicated to have engaged in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse. D. Had allegations substantiated against me for an incident(s) of sexual harassment, sexual abuse, and/or child abuse against another person; Resigned from a job where I was the subject of a pending investigation being conducted for an allegation of sexual abuse against another person. Responsibilities:
1. Unit Management:
- Participates in the strategic planning of the assigned unit Implements systems to provide 24-hour residential unit program continuity and interface with other program elements.
- Evaluates conformance to unit and institution policies, procedures and standards and implements corrective action as necessary.
- Manages staff and other resources to provide for 24-hour residential care and delivery of juvenile service plans Coordinates activities of juveniles with other support personnel and/or resources.
- Provides input to IDJC policies and procedures, goals, objectives, and plans.
- Makes recommendations and monitors the unit budget.
- Reviews unit requisitions, monitors expenditures, and approves purchases and p-card transmittals.
- Monitors level of supplies to assure supplies are sufficient to maintain quality of life conditions and continuity of service delivery.
- Meets regularly with the superintendent or other designated supervisor to report changes, problems, and trends, and assist in planning unit/s operations.
- Prepares and maintains working files, records and reports.
- Participates as a member of the facility management team in developing, evaluating, and revising facility and program policies, procedures, and standards.
- Assures that safety and security measures are understood and followed.
- Participates in interviewing and hiring rehabilitation staff.
- Establishes work priorities, makes assignments, trains staff, evaluates performance, and works with human resources staff to resolve disciplinary issues.
- Provides oversight of work schedules to maintain adequate staff coverage for 24-hour unit operations.
- Assesses training needs and develops performance plans, goals, and standards.
- Conducts staff development, rehabilitation, and training programs to keep staff current and certified.
- Orients new staff to unit operations.
- Conducts or ensures the occurrence of weekly staff team meetings regarding service plan strategies and changes, releases, juvenile individual and group progress, unit operations, policies and procedures, and problem areas.
- Reviews daily incident reports, group and security logs, weekly group leader juvenile files, and monthly progress notes.
- Plans, directs, and monitors implementation and quality of rehabilitation and individual service plans by assigned staff.
- Develops, establishes, maintains, and evaluates the unit's programming schedule including juvenile leisure time activities, group living activities, unit rehabilitative/educational groups, group leader, and team meetings.
- Evaluates service delivery systems and implements changes as necessary.
- Reviews designated service implementation plans in collaboration with unit rehabilitation team.
- Collects data for the Performance Based Standards (PBS) system.
- Tracks program effectiveness and ensures that quality assurance targets are met Informs staff and monitors implementation of changes in rehabilitative programs.
- Observes staff interventions and mentors improved techniques.
- Performs or oversees the evaluation of individual behaviors or group interaction problems, determines causes and possible solutions, and implements appropriate changes.
- Reviews incident reports, investigates serious incidents, and recommends corrective action to the Program Manager.
- Provides input and feedback to management and the rehabilitation team regarding program elements affecting unit operations and individual juveniles.
- Oversees and approves team recommendations on juvenile rehabilitation levels, releases, and service plan strategies Maintains responsibility for the physical condition, appearance, behavior, and activity level of juveniles.
- Maintains responsibility for the general conditions, cleanliness, and safety of the living areas Assures that health problems are referred to medical/nursing staff and that all emergencies are handled according to established policies and procedures.
- Reviews juvenile grievances per policy and resolves concerns when possible.
- Ensures that suicide precautions prescribed to a juvenile are carried out effectively.
- Coordinates rehabilitative services with other units, education services, clinical services, and support services, and assures compliance with regulations and policies.
- Serves as duty officer as part of a regularly scheduled rotation.
- Serves on statewide committees.
- May act for the superintendent or designated supervisor during absences.
- May serve as the primary investigator or may assist in investigations for critical incidents such as areas of sexual misconduct, juvenile grievances, PREA allegations, etc.
- May make presentations to college classes, community organizations, or department advisory boards.
