Senior Utility Billing Services Representative Senior Utility Billing Services Representatives may act as lead workers while performing specialized and complex customer service duties in a centralized utilities customer services office. Their responsibilities include handling consolidated billing for water, wastewater, refuse, and other fee‑service billings; processing requests for residential and commercial utility services; maintaining and researching fiscal, service, and related records unique to utility services and billing; responding to and reconciling customer complaints and billing problems; explaining utility service, billing, and collection policies to customers; and managing nuisance abatement calls (e.g., stray dogs, littered streets, loud construction noises) by collecting information and/or referring inquiries to the appropriate county agency.

KNOWLEDGE OF:

Principles of lead worker activities and training. Policies and procedures related to utility billing systems, collection, revenue intake, and nuisance abatement. Financial record keeping, basic billing and bookkeeping principles, and basic research techniques. Current office practices, procedures, and basic data processing principles, including the use of word processing, personal computing equipment, or intelligent workstations or terminals. Varied customer relations techniques for dealing with customers, often in difficult or confrontational situations. Business arithmetic, including percentages and decimals. Correct business English usage.

ABILITIES TO:

Train, direct, and monitor the work of others in a lead capacity within assigned customer services units. Interpret, understand, apply, and explain utility rules, procedures, policies, codes, and ordinances. Audit, reconstruct, and adjust financial records. Analyze and evaluate financial and account records, draw logical conclusions, and make decisions. Establish and maintain effective working relationships with those contacted in the course of work, often in stressful situations requiring effective customer‑relations conflict‑resolution techniques. Establish, research, and maintain computerized records and files, and use designated software programs such as spreadsheets, databases, and word processing systems. Operate a variety of office equipment such as calculators, computer terminals, copy machines, microfiche and microfilm readers, microfilmers, and telephone systems. Perform the more difficult accounts receivable tasks and related revenue support work, including work related to statistical records; compute interest and penalties accurately and rapidly. Compose clear and concise reports and correspondence. Communicate clearly orally and in writing.

EXPERIENCE REQUIREMENTS:

One year of full‑time, paid experience performing the duties of a Utility Billing Services Representative (Level II) in Sacramento County; or Two years of full‑time, paid experience in a government or private program engaged in a utility billing program, and/or performing customer relations and financial record‑keeping activities related to the duties described above.
