Junior Capture Manager – Construction Management Services

Location: Mostly Remote — Must be local to the Washington, DC metro area (Arlington, VA as needed) Industry: Federal Civilian & DoD Owner Representation

A leading construction management services firm is seeking an experienced Capture Manager to support and expand its growing federal and DoD owner‑representative portfolio. This role is primarily remote but requires periodic in‑person collaboration in Arlington, VA for key pursuits, strategy sessions, and proposal milestones.

Responsibilities

• Lead capture strategy development for federal civilian and DoD construction management opportunities across the U.S.
• Conduct competitor analysis to evaluate market positioning, teaming strategies, and win themes for new bids.
• Coordinate internal communication across technical teams, executives, and proposal staff to ensure alignment on pursuit strategy.
• Manage stakeholder engagement including partners, subcontractors, and client points of contact.
• Support the full lifecycle of capture and pursuit activities including opportunity qualification, solution development, and proposal readiness.
• Maintain awareness of federal procurement trends, agency priorities, and competitive landscapes within the construction and owner‑rep sectors.

Requirements

• 2+ years of experience in capture management , business development, or pursuit strategy within federal space
• Strong understanding of federal procurement , especially within civilian agencies and DoD .
• Proven ability to analyze competitors, develop win strategies, and coordinate multi‑disciplinary teams.
• Excellent communication, organization, and stakeholder‑coordination skills.
• Must be based in the DC metro area with the ability to work from the Arlington office as needed.

Preferred

• Experience supporting construction, owner representative , construction management , or capital project pursuits.
• Familiarity with IDIQs, MATOCs, and federal acquisition processes .
