ACQUISITION PROGRAM MANAGEMENT SPECIALIST- DIRECT HIRE AUTHORITY.

Responsibilities Develop, implement, and control contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle. Plan, organize, direct, and coordinate activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. Review and direct progress of contractors in meeting program objectives. Represent the organization at executive levels within the Government and to contractor/industry representatives. Prepare, present, defend, and interpret staff studies to the Program Director and/or other management officials. Conditions of Employment U.S. Citizenship is required. Males must be registered for Selective Service. Position may require an appropriate security clearance and current certifications. Employee may be required to work outside normal duty hours, including evenings, weekends, holidays, shift work, and emergency overtime. Position may require random drug testing and occupational travel. Employee must file an OGE-450 “Confidential Financial Disclosure Report” within 30 days of assuming the position and annually thereafter, and attend annual ethics and procurement integrity training. Position may be subject to DoD Priority Placement Program and may allow telework at situational or ad‑hoc discretion. Specialized Experience At least 1 year of specialized experience equivalent to Federal experience at the next lower grade (GS‑11), level, pay band or equivalent, within 120 days of the closing date. Knowledge, Skills, and Abilities Knowledge of laws, principles, policies, and practices of systems acquisition and program management. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. Knowledge of missions, roles, functions, organizational structures, and operations of the Department of Defense, Air Force, and other entities that influence the systems acquisition process. Ability to communicate orally and in writing clearly, concisely, and with technical accuracy. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. #J-18808-Ljbffr
