Facilities ManagerInformation and Technology Services (ITS) at the University of Michigan's Ann Arbor is seeking a Facilities Manager to join the ITS Facilities team. ITS supports the university's academic, research, and administrative missions by delivering secure, innovative, and reliable technology services across Ann Arbor, Michigan Medicine, and the Flint and Dearborn campuses.We are looking for a highly adaptable, customer-focused professional who thrives in a fast-paced, rapidly evolving environment. This role requires a collaborative mindset, and the ability to think both tactically and strategically connecting day-to-day requests to broader organizational goals.Key responsibilities include:Coordinate operations and maintenance for ITS office buildings, grounds, equipment areas, and parking facilities.Manage facilities projects, space and equipment reallocations, and related operations at Arbor Lakes and other ITS-occupied locations.Ensure compliance with applicable regulatory requirements.Solicit quotes, select suppliers, negotiate contracts, and purchase facility-related goods and services.Prepare maintenance reports, summaries, and long-term plans.Supervise ITS Facilities staff, including work planning, scheduling, timekeeping, performance reviews, and staffing forecasts.Develop, track, and reconcile budgets; prepare and submit budget proposals.This position reports directly to the Assistant Vice President of ITS Administration and Operations.Operational ManagementOversee daily operations, inspections, maintenance, and performance of all ITS-occupied facilities.Manage space and equipment allocations, regulatory compliance, university standards, and staff onboarding/offboarding.Prioritize incidents, complaints, and service requests to meet service-level expectations.Develop and manage operating and capital budgets, recharge rates, tenant Letters of Understanding, expenditures, and financial forecasts.Improve facility energy efficiency and prepare maintenance plans and reports.Establish staffing plans and schedules while ensuring effective use of resources.Project ManagementLead facilities, space, renovation, and construction projects across ITS locations.Define project scope, objectives, budgets, schedules, specifications, and resource requirements.Monitor progress, quality, risks, and timelines; provide status updates to stakeholders.Coordinate staff, contractors, vendors, equipment, and materials.Manage bids, RFPs, purchasing, invoices, installation, punch lists, and project closeout.Represent ITS in construction projects involving U-M units and Arbor Lakes tenants.Strategy and Planning (25%)Collaborate with ITS stakeholders to establish facilities priorities aligned with organizational goals.Develop long-term plans for facility use, finances, space allocation, and capital assets.Develop and maintain security, emergency-response, and disaster-recovery procedures.Coordinate responses to building emergencies across ITS-occupied locations.Represent ITS on committees addressing building codes, fire safety, emergency planning, and health regulations.Provide space-utilization data, analysis, and recommendations.Service ImprovementLead service-enhancement initiatives and related change-management activities.Gather customer requirements, assess service gaps, and recommend improvements.Partner with U-M Construction Services, Architecture, Engineering and Construction, and Facilities & Operations to streamline renovation, preventive maintenance, and corrective maintenance processes.Build stakeholder support through clear communication, collaboration, and customer advocacy.Develop and maintain procedures, processes, and technical-support documentation.Track performance and implement improvements consistent with industry standards.Staff Supervision and Professional DevelopmentRecruit, supervise, and develop a qualified and diverse team of employees and contractors.Manage performance, compensation recommendations, recognition, career planning, safety training, and professional development.Set expectations and provide timely coaching, feedback, and mentoring.Direct facilities staff and contractors supporting ITS-occupied locations.Maintain expertise in facilities management, space planning, technology, and relevant policies.Ensure compliance with accounting, procurement, human resources, and payroll requirements.Required Qualifications*Bachelor's degree in architecture, engineering, energy management, facilities management or an equivalent combination of education and experience.Minimum of 5 years of experience in a related role requiring confidentiality, timeliness, customer service, organization, progressive responsibility in facilities operations, including experience in construction, estimating, budgeting, developing an RFP, strategic planning and project management.Considerable knowledge of the methods, materials, regulatory standards, and equipment used in building facility and renovation activities.5 years supervisory experience that includes functional and administrative supervision of staff at all levels from diverse backgrounds, recruiting, mentoring, career development, resource planning and scheduling, performance management, and team buildingExperience in organization and facility planning skills through interactions with areas such as the Director's Office in Plant Extension, Interior Design, Architecture, Engineering and Construction and other campus offices.Experience with vendor management including selection, contract implementation, assessment of work performed, and authorizing paymentDemonstrated ability to effectively problem solve and manage a variety of complex projects and initiatives independently with sensitivities to performing work in an academic/busy work environments with an understanding of requirements and constraints.Strong technical knowledge of building systems and applicable codes.Demonstrated proficiency in basic computing skills including CAD software, email, calendaring, document creation and editing.Demonstrated excellent management, organizational, written, verbal and interpersonal skills.Ability to meet the requirements of driving a U-M vehicle and have a valid driver license.Ability to read construction documentation, understand operation of HVAC Systems; electrical equipment; plumbing; security systems, etc.Desired Qualifications*Considerable knowledge of university policies, procedures, and practices related to facilities management.Considerable knowledge of construction management, plumbing, electrical, and mechanical systems. Strong technical knowledge of building systems and applicable codes.Modes of WorkPositions that are eligible for hybrid or mobile/remote work mode are at the discretion of the hiring department. Learn more about the work modes.Additional InformationPhysical Demands/Work EnvironmentPunctual, regular, and consistent attendance is required. Normal amount of sitting, average mobility to move around an office and other facility environments; able to conduct work at a computer; will require travel to various locations on and off campus. May require working during non-business hours and on weekends.Responsibilities may require accessing and surveying workspaces at ceiling height or higher; ascend/descend ladders, working on building interiors and exteriors including grounds, building roofs, crawl spaces, equipment rooms and other areas where space may be confined. Requires site visits for projects, which may include field surveys of active building construction sites.
