EDUCATION/CERTIFICATIONS MANDATORY

• MANDATORY (PWS 2.6.2 - Software Developer):
  1.Relevant certification from a nationally recognized technical authority.
  2. DoW/DoD Approved 8570 Baseline Certification: Category IAT Level I (DoD 8570.01-M / 8140 Information Assurance Workforce Improvement Program). Certification requirements are based on duties performed, not position title. Computing Environment (CE) certification per Attachment Y - DLA Approved Cybersecurity (CS) Computing Environment (CE) List (Version 48, 21 October 2025).
  3.Proof of certification shall be provided before privileged access is granted, at time of proposal/resume submission.
  4.All contract employees shall be certified in operating systems on any system on which System Administration duties are performed.
  
  
  
  NOTE: PWS 2.6.2 does not state a separate degree minimum for this labor category (contrast: Requirements Analyst requires a BA/BS and Agile Project Manager requires an undergraduate degree). Attachment 3 still requires all degrees earned to be listed with start date, end date, school, degree and major.

WORK EXPERIENCE MANDATORY

• MANDATORY (PWS 2.6.2 - Software Developer):
• Five (5) years relevant experience.
• Experience with application programming interfaces (APIs) to support Low-Code/No-Code Development Platform models.
• Experience with Ab Initio and/or ServiceNow Development (the Government expects a mix of Ab Initio and ServiceNow resources to cover the development requirements of this PWS).
• Experience in agile and hybrid low-code application development.
• Investigative Requirement: at time of proposal must possess a Moderate Risk, Confidential, Non-Critical Sensitive with a Tier 3/NACLC/ANACI investigation.
• Evaluation standard (RFQ Factor 2 - Key Personnel): "The key personnel offered shall demonstrate they have recent and directly related experience and education in the areas specified in the PWS. If experience is not directly related but relevant, discuss relevance in customer, topic, dollar value, workload, duration, and scope and complexity to the PWS requirements." The Government reserves the right to rate Key Personnel Unacceptable "if even one offered key personnel fails to meet the required qualifications."
• Attachment 1 requires Years of Relevant Experience to be recorded in bands: 1-3 / 3-5 / 5-10 / 10+ (this role requires 5-10 or 10+).

ROLES AND RESPONSIBILITIES

• LABOR CATEGORY DESCRIPTION (PWS 2.6.2, verbatim):
  "Resolves problems with software and responds to suggestions for improvements and enhancements. Acts as team leader on projects. Participates in development of software user manuals. Instructs, assigns, directs, and checks the work of other software developers on development team."
• TASK ORDER APPLICATION (PWS 2.3 - anticipated task support; final allocation is submitted on Attachment 1 "Resource Allocation" tab):
• TASK 3 - BRE Implementation (IUS-0002): implement the DMARS business rules capability into the Ab Initio business rules engine; install and configure the software in all environments; ensure DISA E-ICAM compliance; leverage an industry standard format such as DMN; rewrite business rules so they process DLMS EDI X12 / DTEB EDI X12 data; enable the solution to use data from tables updated via the Task 4 web-based functionality; leverage the DLA-provided DevSecOps capability to manage code and deploy to production multiple times a day; enable the rules engine to receive and transmit data via API call from the DAAS API Gateway; document changes to the Business Rules Engine; deliver capability in agile phases defined with the Government.
• TASK 4 - Web Interface for Business Rules Research and Rule Maintenance (IUS-0002): develop the web-based functionality used to research business rules and maintain rule data values (e.g., DoDAACs, NSNs, NIINs) that are updated frequently by the DAAS Functional Support branch.
• TASK 2 - Business Rules Documentation (IUS-0001): support documentation of the current DMARS business rules in the pre-approved, agreed-upon format and in business rule syntax usable for implementation.
• TASK 5 - Software Testing and Operational Support (IUS-0003): fix defects identified in business rules and web interface testing, rerun the tests and resubmit to the Government for approval (the Government retains final approval of all developed business rule code); provide access to testing tools to Government personnel as required.
• TASK 6 - Audit & Cyber Response Support (IUS-0003): support correction of audit and cyber deficiencies (e.g., ACAS findings) and provide documentation input.
• Knowledge transfer: provide knowledge transfer and associated documentation to designated J6 Information Operations personnel, sufficiently detailed to enable them to analyze, test and maintain operational continuity.
  
  
  
  
  
  
  
  CONDITIONS OF PERFORMANCE:
• Designated KEY PERSONNEL: may not be removed or replaced without prior written notification and approval by the Contracting Officer; written notification no later than ten (10) calendar days in advance of any proposed substitution, including a resume and justification; any replacement shall be at least as qualified as the individual being replaced.
• Non-personal services contract per FAR 37.101.
• Signed non-disclosure agreement required within five (5) business days of starting on the Task Order.
• Participation in the Integrated Project Team (IPT), weekly status meetings and monthly In-Process Reviews (IPRs) as required.
