Annual Salary:$80,000 - $100,000, depending on experience. At Camas, our total compensation package includes medical, dental, vision, and life insurance; short‑term and long‑term disability; an Employee Assistance Program (EAP); vacation, sick, jury duty, and bereavement leave; paid holidays; a 401(k)-retirement plan; and eligibility for tribal‑discretion year‑end bonuses and COLA adjustments.

POSITION SUMMARY
The Facilities and Safety Manager is a key leadership role responsible for ensuring the safety, security, and operational efficiency of the Camas Health Recovery Center, an opioid treatment clinic located in Airway Heights, WA, focusing on harm reduction and recovery services. This role oversees the Safety Team and Medical Clinic Custodians, ensuring compliance with safety standards, facility maintenance, and effective operations to create a safe and clean environment for patients, staff, and visitors. The Facilities and Safety Manager reports directly to the Clinic Administrator and collaborates with cross-functional teams to support the clinic's mission and objectives.
KEY RESPONSIBILITIES
FACILITIES MANAGEMENT
· Supervise, coach, train and develop custodial staff.
· Oversee the daily operations and maintenance of clinic facilities, ensuring cleanliness, functionality, and compliance with healthcare standards.
· Develop and implement facility management policies, procedures, and schedules for ongoing and regular preventative maintenance and deep cleaning.
· Manage vendor relationships, including contractors for repairs, maintenance, and service agreements.
· Conduct regular inspections of the clinic premises to identify and address safety and facility issues promptly.
· Be familiar with Blood Borne Pathogens training and maintain all applicable levels of cleanliness standards to protect staff and patients from communicable and transmissible diseases and pathogens.
· Work within Tribal processes to identify, seek approval, and complete ongoing and large scale facility improvement and repair projects as needed.
· Oversee inventory management and procurement of maintenance supplies and equipment.
· May perform hands-on maintenance tasks as needed in support of operations
SAFETY AND SECURITY MANAGEMENT
· Supervise, coach, train and develop safety staff.
· Lead the Safety Team to ensure a secure and safe environment for all clinic staff, patients, and visitors at all clinic locations; brick-and-mortar and mobile.
· Develop and train on safety protocols at the main clinic, all fixed-site medication units, and the mobile unit.
· Develop and enforce safety protocols, emergency response plans, and training programs.
· Conduct regular safety audits and quarterly clinic drills to ensure preparedness for emergencies.
· Investigate safety incidents, document findings, and implement corrective actions.
· Participate in clinic MDT meetings for incident reporting and resolution
· Operate as an integral part of the leadership team to support cross-departmental collaboration and communication of safety and security issues.
· Stay updated on regulatory requirements and ensure compliance with OSHA, HIPAA, and other relevant standards.
· Prepare and deliver all relevant safety training and safety updates at leadership and all-staff meetings.
· Lead or schedule regular CPR/First Aid training for all clinic staff
· Act as point of contact for clinic security and emergency notifications; i.e. fire, security alarm, EMT, Law Enforcement, etc.
· May perform hands-on safety tasks as needed in support of operations.
LEADERSHIP AND TEAM MANAGEMENT
· Supervise, train, and evaluate the Safety Team and Medical Clinic Custodians to maintain high performance and adherence to standards.
· Identify areas of opportunity for improvements within the departments for process updates, workflow adjustment, staff training and development, and overall systems efficiency.
· Understand and train staff on foundational clinic concepts like soft language, trauma informed care, harm reduction, motivational interviewing, and de-escalation techniques.
· Foster a culture of accountability, safety, and collaboration within the team.
· Reinforce and train on the Camas Health Recovery Center care model.
· Provide coaching and professional development opportunities for team members.
· Develop and manage schedules to ensure adequate staffing for safety and custodial operations.
· Train and maintain the strictest confidentiality protocols, following HIPAA and 42 CFR Part 2 confidentiality standards.
· Maintain clinic compliance standards and oversee scheduling for safety and facilities training.
· Develop policies and procedures to support operational and workflow changes as needed.
· Provide regular and ongoing coaching and development of safety and custodial staff including regular 1:1 meetings, feedback and coaching conversations, and employee development.
· Practice accountability and ownership of all facets of the safety and custodial teams. Identify and utilize opportunities for coaching and feedback, and model accountability leadership.
· Build and maintain a healthy and safe culture for sharing and feedback.
· Partner with clinical and administrative leadership to proactively identify operational risks and implement solutions.
· Supports new site readiness and operational setup for expanding clinic locations.
BUDGET AND REPORTING
· Manage budget and expenses related to facilities and safety operations.
· Monitor expenses and identify cost-saving opportunities without compromising quality or safety.
· Generate and present regular reports on facility conditions, safety incidents, and operational performance to the Clinic Administrator.
· Prepare and present quarterly incident reporting to the Incident Report Review Committee or other applicable oversight teams, including root cause analysis, identification of patterns of behavior, gaps in training, or opportunities to update processes.
QUALIFICATIONS
EDUCATION AND EXPERIENCE
· Bachelor's degree in Facilities Management, Occupational Safety, Healthcare Administration, or a related field preferred; an equivalent amount of security, safety, and facilities experience may be considered in lieu of a degree.
· Minimum of 5 years of experience in facilities management, safety operations, or a related field, preferably in a healthcare environment.
· General maintenance and use of a broad range of tools and equipment for facility repair preferred.
· Experience overseeing multi-site facilities preferred.
· Experience in safety and incident investigation and resolution preferred.
· Experience working in a healthcare environment preferred.
· At least 2 years of leadership or supervisory experience with the ability to demonstrate leadership coaching and development skills required.
SKILLS AND COMPETENCIES
· Strong knowledge of facility maintenance, safety regulations, and emergency management.
· Proven ability to lead and manage teams effectively.
· Excellent problem-solving and decision-making skills.
· Strong organizational and time-management abilities.
· Proficiency in using facility management software, Microsoft Office Suite, and other relevant tools.
· Exceptional communication and interpersonal skills.
· Ability to demonstrate empathy and ability to communicate policies, boundaries and expectations to staff and patients.
CERTIFICATIONS
· Certification in Facilities Management (CFM), Certified Safety Professional (CSP), or similar credentials preferred.
· Must hold an active CPR and First Aid certification (if not current, must be obtained within 90 days of hire). CPR/First Aid trainer certification preferred.
WORKING CONDITIONS
· Work is primarily performed onsite at the Camas Health Recovery Center in Airway Heights, WA, a second location in Downtown Spokane, and a mobile unit. *Work locations are subject to change and increase as the clinic locations expand/change. Some travel may be required.
· Requires occasional after-hours and weekend availability for emergencies.
· May involve light to moderate physical activities, including facility inspections and addressing maintenance issues.
Other Requirements
· Obtain and maintain a Level 3 Kalispel Tribe of Indians Work Permit.
· Nights, Weekends, and holidays may be required.
Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential duties and responsibilities of this job:
· A majority of the work shift is a mix of walking the premises at our clinic locations, and sitting at a desk in front of a computer.
· Will spend some time on feet while performing safety and security checks, checking on staff and members, and performing facilities maintenance tasks.
· Must have the ability to lift and carry up to 50 lbs. Also may be responsible for moving equipment, supplies, or carrying heavy boxes.
· This position will require the ability to squat, bend, turn, lift, and use fingers, hands, and feet.
· This position may require the ability to ascend and descend ladders, stairs, scaffolding, ramps and other elevated surfaces, and perform repetitive motions.
· This position requires the ability to perform duties in multiple site locations, as well as indoor and outdoor environments, in all types of weather.
ADDITIONAL REQUIREMENTS
· Ability to establish and maintain effective working relationships with staff, clients, and outside contacts from diverse backgrounds.
· No history of alcohol or other drug misuse for 3 years prior to employment.
· Must be able to pass required background checks.
