Position Overview Join our team as a Risk Manager and take the helm in navigating the exciting challenges of public sector risk management. We seek a dynamic and experienced Risk Manager to join our team. In this critical role, you will be responsible for identifying, assessing, and mitigating potential risks that could impact our organization's operations and reputation, overseeing insurance compliance, workers' compensation, general liability, and safety programs. Salary & Benefits The annual salary for this classification is as high as $230,707.68 at the top of the range, with a cost‑of‑living increase of 5% on July 1, 2026, and 5% on July 1, 2027. You will collaborate closely with cross‑functional teams to develop and implement risk, workers' compensation, and general liability strategies, ensuring compliance with regulatory requirements while fostering a culture of risk awareness throughout the organization. Desirable Characteristics a quick learner ability to work independently excellent judgment flexibility innovative thinking process‑oriented detail‑oriented collaborative adaptable responsive Job Duties Manages expenditures from Risk Management safety budget and the employee benefits budget. Works on the development of Americans with Disabilities Act (ADA) Compliance Program in conjunction with the City Attorney’s Office and Public Works Department. Monitors Risk Management Training Program to satisfy Employment Risk Management Authority (ERMA) training requirements. Oversees audits of liabilities, workers' compensation, and employee benefit programs. Estimates premiums for fiscal year for liabilities and workers' compensation claims. Present claims to the City Council for approval with Claims Administrator. Coordinates annual safety inspection schedule for various departments. Submits insurance claims on behalf of the City for damage to property and loss of assets. Attends risk management and employee benefit related conferences. Attends all Joint Powers Authority (JPA) meetings. Reports on unsafe conditions to departments and follow up to make sure corrected. Recommends City position relative to liability exposures in conjunction with the Legal Department. Periodically reviews and revises insurance requirements for City contractors, vendors, permit applicants and lessees. Reviews contracts, permits, and other City authorizations to ensure compliance with insurance requirements. Manages employee retirement, industrial disability retirement, medical, dental, vision, life, and disability programs. Performs related work as required. Required Education & Experience Bachelor’s degree from an accredited college or university in Business or Public Administration, or related field. Eight (8) years of substantial and increasingly responsible experience, of which at least four (4) years were in a supervisory capacity, performing employee benefits management, risk management, insurance claims management, and safety and loss prevention activities that include management authority and fiscal program responsibility for an organization. Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities. Desirable Qualifications Significant Risk Management experience in Workers' Compensation, General Liability, and Insurance Compliance. Benefits Administration and Safety are highly desirable. Required Licenses or Certifications Associate in Risk Management (ARM) accreditation. Possession of a valid California driver’s license and satisfactory driving record is an ongoing requirement. Must be able to travel to various locations within and outside of Richmond to meet program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required. Required Knowledge, Skills, and Abilities for Successful Performance Knowledge of: Principles and practices of public administration, organization, management analysis, supervision, budgeting, program development, and personnel management. Laws, codes, ordinances, and procedures applicable to employee benefits, Workers’ Compensation, liability, property damage, and other types of claims. Principles and procedures of claims management. Methods of determining reserves for a self‑insured program. Resources available in insurance administration. Risk management and loss control principles and techniques, insurance policies, and claims adjusting. Settlement methods and subrogation procedures. Accounting principles, financial management, and statistical/financial analysis. Modern office practices and equipment, including computers and applicable software. Skill in: Leadership. Decision‑making. Analytical thinking. Problem‑solving. Negotiation. Organization and time management. Ability to: Effectively plan, organize, staff, coordinate, direct, and evaluate the programs and staff of the Risk Management and Benefits Division. Define problem areas; evaluate, recommend, and implement solutions to complex issues and problems. Interpret and apply laws relating to employee benefits, risk management, insurance, liability, claims, Workers’ Compensation, and other areas of responsibility. Represent the City in dealing with government agencies and other entities. Analyze insurance policy provisions to determine the extent of coverage. Maintain accurate records and reports. Prepare clear and comprehensive reports and other documents relating to areas of responsibility. Compile and summarize information, and prepare periodic or special reports related to the risk management function. Evaluate and make appropriate recommendations regarding self‑insurance and purchased insurance coverage related to potential exposure and loss. Understand, evaluate, negotiate, and administer insurance policies and level of coverage. Administer various liability and Workers’ Compensation coverages in a fair and cost‑effective manner. Negotiate settlements of claims for and against the City. Keep abreast of new trends, technology, and best practices in the risk management and benefits fields. Demonstrate initiative and sound independent judgment. Establish and maintain effective working relationships. Communicate effectively, both orally and in writing. Prioritize work and meet critical deadlines.
