Independent Evaluator / Evaluation Lead (Consultancy)

Brot für die Welt (Bread for the World) is the globally active aid agency of the Protestant regional and free churches in Germany. Working in more than 90 countries, the organization supports poor and marginalized communities in improving their lives through their own efforts. Its work focuses on food security, education, health, water access, democracy, human rights, peacebuilding, and environmental sustainability.

Brot für die Welt supports churches, civil society organizations, and development partners worldwide through financial assistance, technical expertise, personnel support, and capacity development initiatives.

About the Project

Building One ASEAN of Sustainability and Solidarity with a Partnership between Youth, CSOs and the Member States (A-SASSY) is a regional initiative implemented by Brot für die Welt in partnership with the Institute for Climate and Sustainable Cities (ICSC) and other implementing partners across Cambodia, Indonesia, the Philippines, and Vietnam.

The project aims to build proactive partnerships among youth, civil society organizations, and local authorities to address climate change impacts, environmental protection, and disaster risk reduction (DRR) in ASEAN. Through digital environmental education, youth-led initiatives, and regional advocacy, the project seeks to empower young people as agents of change and contribute to strengthening the EU-ASEAN partnership.

The Position

Brot fur die Welt seeks an independent evaluator or evaluation team to conduct the Mid-Term Evaluation of the A-SASSY Project. The evaluation will assess project performance, identify enabling and constraining factors affecting implementation, and provide actionable recommendations to improve project effectiveness and inform adaptive management.

The evaluation will be guided by OECD-DAC evaluation criteria, with particular emphasis on relevance, effectiveness, efficiency, early impact, and sustainability. The selected consultant may also be considered for a potential final evaluation of the project, subject to satisfactory performance and availability of funding.

Duties and Responsibilities

• Evaluation Design and Planning
  • Review project documentation, monitoring data, and relevant background materials.
  • Develop an inception report outlining the evaluation methodology, work plan, and data collection approach.
  • Design evaluation tools and processes appropriate for a multi-country and multi-stakeholder context.
• Data Collection and Analysis
  • Collect qualitative and quantitative data through interviews, focus group discussions, surveys, and other appropriate methods.
  • Engage key stakeholders, including youth participants, civil society organizations, implementing partners, and public authorities.
  • Assess project performance against OECD-DAC evaluation criteria.
  • Analyze project components, including digital learning platforms, youth engagement mechanisms, advocacy initiatives, and partnership-building efforts.
  • Examine outreach, participation, engagement, and emerging evidence of impact and sustainability.
• Stakeholder Engagement and Validation
  • Facilitate validation sessions with project stakeholders to discuss preliminary findings.
  • Ensure meaningful participation of youth, including marginalized groups.
  • Coordinate effectively with multiple implementing partners across ASEAN countries.
• Reporting and Recommendations
  • Prepare a comprehensive evaluation report, including findings, conclusions, lessons learned, and recommendations.
  • Develop a concise and user-friendly summary product, such as an infographic or brochure highlighting key findings.
  • Present findings to project stakeholders and participate in evaluation meetings as requested.
• Other Duties
  • Perform other related tasks necessary for the successful completion of the evaluation assignment.

Qualification

• At least five (5) years of relevant academic qualifications and professional experience in youth engagement, climate change, environmental education, sustainable development, or related fields.
• Demonstrated experience evaluating complex, multi-country and multi-partner development programs.
• Proven experience facilitating consultations with diverse stakeholder groups, including youth networks, civil society organizations, and government institutions.
• Strong knowledge and experience applying OECD-DAC evaluation criteria.
• Experience conducting results-oriented evaluations for international development projects, preferably EU-funded programs.
• Demonstrated expertise in participatory and inclusive evaluation methodologies, particularly involving youth and marginalized groups.
• Knowledge of the social, political, and cultural contexts of Indonesia, Cambodia, and the Philippines, with field or evaluation experience in at least one of these countries.
• Excellent analytical, writing, and reporting skills.
• Excellent command of English, both written and spoken.
• Knowledge of relevant ASEAN languages is an advantage.
• Independence from the design and implementation of the A-SASSY project.

Contract Duration and Location

• Expected Start Date: July 2026
• Mid-Term Evaluation Period: July-August 2026
• Assignment covers countries such as Cambodia, Indonesia, the Philippines, and Vietnam
• Data collection may be conducted through a combination of field visits and remote methods, as agreed with Brot für die Welt and ICSC.
